No, generally not. Whenever I see Tornado used it gets irritating at some point, I don't like the look of the power, I don't like the power, there's definitely nothing in the build I'd want to lose to take it. It's also really not relevant to the question I was asking.

Now don't get defensive, we all try and help around here. Sometimes we can tint our responses with snark, but its mostly for humor and rarely for spite. Indulge me a little explanation here, please.
The whole "power" of fire/storm is the buzz saw effect of the combo. You'll be using fire cages regularly for containment and as a way to settle kb from other powers. You will gain a lot more "buzz saw" from that windy little friend. Apparently you've seen it used in hands of those who don't use it properly. With proper -kb powers tornado is truely a wonderous power. At least give it some thought.

I did give it some thought. I don't particularly like the power, I find it generally picks up on a stray boss or two before they're locked down and it gets annoying. I like the powers as they are, thank you, the character is fun and effective as it is.
Re: Acrobatics -v- KB IOs. I did think about that one - one less toggle wouldn't necessarily be a bad thing - but was very tight on slots so I decided to put it in, rather than taking a different power that I wouldn't have enough slots to make much of, and then having to find more slots for KB IOs. Also to be fair, having played fire control without Acrobatics before, with so much time spent in melee the hold protection is actually pretty noticable.
As I said, I'm just wondering if anyone else can spot anything end recovery wise in the build that I could get fairly cheaply.

A total of one of my controllers has acro (Earth/TA) and that was only because it literally had a throw away slot. Neither of my fire trollers nor my plant/kin (my melee'rs) ever made me feel the need for its hold protection. As I said, your control, chaos and damage will decrease the chances of being held Bring around one or two BFs, put a karma or steadfast in SM and you're done.

You *REALLY* want Tornado on a Fire/Storm imo, that's why I made mine, to be able to control and use Tornado all the time.
Stacking Tornado / Lightning Storm with hotfeet and imps is just awesome, thanks to fire cages (and of course FR). You really don't wanna miss that.
No need to be irritated, people are just giving their opinions; that's all. Yes, yes you said you were happy with your power choices, but if someone sees a hole in a build, no matter the question they are going to point it out. Take it for what it's worth... If you defeat enemies faster, you use less endurance. If you take tornado on your fire/storm, you will defeat enemies faster. If you use less endurance in a fight, you have less need for improved end recovery. All these together indicate that your original question was answered, but your responses indicate you didn't actually want help on what you think you wanted help.

No, I wanted confirmation that I hadn't missed anything that could give me a bit of a tweak in a build that works, on a character I like, with the powers I want to take, and that overall I'm pretty happy with. This does appear to have been provided, albeit in a fairly smug, self congratulatory and obnoxious way. Job done. Cheers.
To the OP,
I love Tornado, but I also feel personally free to skip any powers I personally don't like. Therefore, dont worry about Tornado, if taking it is going to make you unhappy. There are powers I dont like, such as Arctic Air in Ice control, and if I take them, I resent the character, because I "had" to take it or I was "supposed" to take it. I even prefer to play in melee range with my Ice Controllers, and I know the strong mitigation AA has (as long as the level difference isnt too great) but I still skip it or take it last, because skipping it is my personal key to enjoying the powerset.
So, in my opinion, while you may lose some power by skipping Tornado, you CAN still have fun without it. But you already seem to have figured that out. I'm just giving you a little support, that's all.
In regard to your original question about finding more slots for recovery, there arent a lot of improvement you could make without sacrificing recharge. You've maxed out your number of 2.5% recovery bonuses (5 of them). You have 3 at 1%, 2 at 1.5%, and 3 at 2%. The main places I usually get other recovery bonuses are in Hover and Fly (1% in each) but you dont have the slots to take those instead of CJ/SJ/Acro. You can pick up 1.5% from Tornado (just saying this for information purposes) but you are skipping it. Now, you COULD get 2 more 2% bonuses by changing your Flashfire and ThunderClap slotting. The problem is that recharge is also a priority for you, so you'd lose the recharge bonuses from those sets by putting Razzle Dazzle in 2 of the slots.
Now, I will say this. You only have 38% global recharge. That isnt a lot considering how you've gutted the recharge on the powers that need it most (Lightning Storm, Flashfires) to the point that even with your global recharge, you arent hitting 90% or more. Also, by doing this, you've somewhat limited your stun duration on Flashfires. Sometimes 2-3 seconds makes all the difference. Also, in several places, you seem to be slotting for set bonuses you don't really need (Freezing Rain, Fire Cages), and even your global accuracy (16%) isnt enough to overcome some of your accuracy shortcomings.
I submit that you haven't achieved enough global recharge or accuracy to even bother shooting for them, considering the gutting you've done to some of your base numbers. With that in mind, you should re-tool for recovery only, picking up any global accuracy and recharge only incidentally. It'd be different if you were willing to go all purple-expensive-hardcore.
Here is a quick example with (I think) 30.5% recovery from set bonuses. The important part is that the individual powers have more functional percentages. Also, I hate consume, but I left it in.

A frankenslotting suggestion for Lightning Storm, that gets you 19 acc/96 dmg/88 endrdx/95 rech. I would also dump two of the Dark Watcher's Despair (including the proc) for more slots elsewhere. The set bonuses 5-6 aren't great and the power doesn't get much enhancement out of them.

I'm trying to keep costs to 240 merits and 100 mil maximum, including salvage and recipe costs, as I'm saving all my pennies for a stupidly expensive and fun build on my plant/sonic controller.
Going for endurance recovery, more endurance recovery, and perhaps some more endurance recovery, after that recharge, hitpoints and accuracy, and any incidental damage, plus procs of course! Looking for lots of endurance enhancement in powers as well as the recovery bonuses. Character is level 39 at the moment, and this is the build I'm working on. Enhancements are shown at the level I'm slotting them - I want bonuses as I go along. Currently the build is on budget and very playable without endurance buffs in the team - it's an awful lot of fun and does really quite respectable damage, although running around with all the toggles on spamming attacks will run me down bit by bit. I've deliberately left hasten until last because I need Consume to make it work for me.
Interested to see if anyone can suggest any tweaks to slotting to improve recovery without losing too much else from the build. I like the power choices I have and don't intend to change them.
