Yes, they do. The cut off is kind of nebulous though, because some people have been able to lapse a few days and not have any breaks (my gf and I for one).
Activating the other account and logging the characters back in won't magically re-make the pact though. If they're over level 5, broke is broke, unless a GM can re-link them but I'm not sure they can.

Gosh, I can't believe I did that. I know better than that. anyway, sucks about the pact-breaking. Now I have to reroll a bunch of characters in the teens and low twenties. Any higher than that will just have to go without.
