Beats me. Right now, it seems half the servers are down (Virtue, Champion, Justice, Guardian & Protector), but the others are up.
Publish does mean a patch - it can be anything from a little hotfix to an actual Issue.
Some of the downtime will probably be for general fixing of the servers, and the rest will be for applying the new patch.

I figured I'd try to get the base rents taken care of, but the servers I normally visit were down before the scheduled time. 
Home server: Guardian
My 50s: 3 scrappers, 2 tankers, 1 blaster, 1 defender, 1 controller, 1 warshade, 1 stalker, 1 brute, 1 corruptor, 1 widow, 1 dominator, 1 mastermind (on Liberty)

I'm dying to make a radiation blaster, already made/saved the costume...
It's not Issue 16. Beta hasn't even started yet.
Probably just a normal bug fixing patch. In fact the latest training room patch leads me to believe this is just a fix for leveling pacts.
It's the patch that has been on the training room for a while. I'm looking forward to a certain fix. You may know the one I am talking about. wwwwqqqqqqqqdddddsssssssOr not.
However, with this patch out of the pipeline, and no new ones to Test recently...and "I16 to Training Room after Comic-Con..."

You know, people keep complaining about that, maybe I'm the chosen one but it has never happened to me all my global channels have stayed the color I changed them to, only thing that messes them up is a new issue, but that's like once ever 3-6 months so I don't mind.

Starting at 7:00 AM Pacific Time (10:00 AM Eastern Time) on Tuesday 8/04 all live North American servers for City of Heroes will be brought down for maintenance and publish.
We expect the downtime to last 2 hours but please allow for early release or an extension as necessary.

This was posted,servers went down at 8am calling for a 4 hour main/publish(?somebody get the times wrong)....what's the publish mean?Is that a patch?If so I hope it is for the lag/rubber-banding/mapserving/ctrl auto/sync/and whatever bug or glitch that currently is going on.8P
