Heck, there could be an arc that requires the heroes to prevent a corrupt Crey-sponsored puppet from becoming the new mayor, though it starts with the charismatic figure giving the heroes worthy-ish assignments himself (busting up some rival villain groups, maybe even a 'charity event' to defend from attackers to give the public the impression that the heroes endorse the candidate.

Let's have an election. Make it an annual event to run with Halloween. You're trick-or-treating, you're battling zombies, AND you have protesters in City Hall, ad-hoc speeches being attacked by gangs (similar to the fire alarm in Steel Canyon or the Troll Rave in Skyway City)...
With ballot measures to boot.

I think he keeps on the down-low because let's face it, the major of Paragon City would be kidnapped every five minutes.
He's only been kidnapped once.
Unfortunately he's never been rescued, so nobody knows where he is. That's why he doesn't show up in the game.

We have a city hall in Atlas but no Mayor?
I think having a mission where we protect the Mayor or rescue the mayor would be cool as a Task Force.
Also I think on Redside capturing the Mayor for a ransom or greater scheme would be great for an SF.
Thoughts?
Again this was a spurt of the moment idea.
