DPS Question...
Without doing the math my first guess would be fire, it would only need about 133% rechrage in GFS and you would need some procs in your attack chain.

Fire does the most dps with the least amount of bonuses.

Fire only needs about 40% global recharge to run Incinerate -> GFS -> Cremate -> FS and its just shy of that dps mark at 185. A few set bonuses and a proc or two will bump you over that easily.
As others have already said Fiery Melee is probably a top choice.

Okay next question...not taking Shield Defense into the equation...what sets can obtain 188 DPS?
Quills, Martial Arts and soon Elec Melee seem to be unable to get there.
I haven't been able to get Broadsword that high, but it may be possible.
Claws, Dark Melee, and Dual Blades can with alot of recharge.
Katana I can't recall if I was able to get that high or not. I don't think I was.
Did I forget anything? Am I wrong on these?

271 DPS - Dark Melee (saturated Soul Drain)
243 DPS - Katana
238 DPS - Dual Blades
227 DPS - Claws
217 DPS - Dark Melee (1 target for Soul Drain)
216 DPS - Martial Arts
212 DPS - Broad Sword
While I haven't checked the others yet, as a set known for damage, Fiery Melee is obviously going to make the grade. I don't know about Spines or Electric Melee. I should also note that these builds generally burn out their endurance after a couple minutes, so these numbers aren't sustainable against a Pylon or AV, for instance, at least with the builds I'm using for comparison.

ABLE to obtain 188 DPS without Shield Defense? Here's what I have so far from my unfinished top end DPS comparison project using all Super Reflexes builds for a "level" playing field.

Or changing CAK to Dark Blast? Looking at Dark Blast, it looks like it gives better DPS/DPA than CAK. My math could be wrong however.
Martial Arts and Electric Melee are the two sets I'm interrested in getting high DPS with i16. So I've been trying to plan them out.
Fire and Dark seem to be the winners however for DMG. But it's ELM and MA I'd like to try and get a high DPS build for...Elec Melee, I love redside, MA I love, but now it's getting punches so I'm likely to love it more.

Nothing new in the attack chains. They're just your standard well known extreme recharge DPS chains:
Dark Melee: Smite -> Midnight Grasp -> Smite -> Siphon Life
Katana: Golden Dragonfly -> Gambler's Cut -> Soaring Dragon -> Gambler's Cut
Dual Blades: Blinding Feint -> Ablating Strike -> Sweeping Strike -> Ablating Strike
Claws: Follow Up -> Focus -> Slash
Martial Arts: Storm Kick -> Crane Kick -> Storm Kick -> Crippling Axe Kick
Broad Sword: Head Splitter -> Hack -> Disembowel -> Hack
Crippling Axe Kick is better DPS than Dark Blast, though you could probably get better DPS out of Dark Blast slotted up since it could take a purple proc. However, you'd then introduce a gap into the chain and fall behind again.
The Martial Arts build has Hecatomb and Mako's Bite procs in Storm Kick, Mako's Bite and Explosive Strike procs in Crane Kick, and Mako's Bite and Trap of the Hunter procs in Crippling Axe Kick. It has +25% damage from set bonuses, +10.5% damage from Assault, and an average of +2.625% damage from the Gaussian proc in Tactics. While playable, it isn't a build I would play, as it sacrifices far too much on the altar of DPS.
For more details, let me just quote myself from another thread:
The builds are in this spreadsheet. You do NOT want to play these builds, though. They sacrifice too much for damage. They're soft-capped, but that's about it. No Aid Self and they'll last maybe two minutes in a fight before burning out their endurance. I was trying to get an idea what the top end numbers would look like and how the primaries compared, not trying to come up with playable builds. They're also all using the same build template for simplicity and a level playing field, which means that they're not individually optimized for each primary.

...okay, during the forum downtime, I tried to figure this out on my own, but failed miserably.
Which set(s) can get to 188 DPS with the least amount of recharge needed?
