I was thinking of destructible objects myself but they could only spawn when an event starts. Lusca going mad in IP, when he spawns some of IPs metal transport crates become destructible and Lusca can go to town on them!
One thing I did enjoy from Warhammer Online when I tried it was the idea of Public Quests, quests where anyone can join at any point to complete a mission with several objectives located in a certain point on the public map. The more you are involved the greater chance of a higher reward (so if you are involved from the start you get 10 merits, halfway through 4, joined at the end 1 (this needs tweeking, it just an example)).
They could build upon the ones they already have. E.g. with the pyromaniac hellions.
Part one - save the burning building, hellions dont spawn at this point but the fires are 'stronger' so could require more than one hero to put them out. If this is a success then...
Part two - save the burning buildings and stop the hellion attacks. This time you have coordinate between saving the buildings and stopping x amount of hellions. If this is a success then....
Part three - stop the super duper evil hellion from destroying the zone, while stopping the buildings from burning. Similar to part two but has an AV spawn as well which will actively destroy objects in the area.
And then either after completion or failure the mission resets itself and starts again. The reset time could be quite high just to make it a bit less common. And the warning could give notice for people to get there in time. E.g. - "There are reports a fire may be starting in Steel Canyon soon"
And because these public missions are just located in a small part of the zone I was thinking that it could be just these bits that have destructible objects. Also if the quest is failed then it could just affect that part of the landscape. With the example above, if the heroes fail to stop the burning building then the building will be left scorched etc until it resets.
They could tweek Rikti raids as well. They would need to spawn in one area of a zone (although this could be quite big). For example:
* Part one: Repel the first line of invaders - as per any Rikti invasion. Once this is completed:
* Part two: Stop the unexploded bombs - you need to defeat the bombs while at the same time avoid being blown up
* Part three: Stop the final wave - which could have the big bad bosses appear
I think this could be a good way to do it because you are still able to get the badges, people will be less spread out as the invasion happens in a certain part of the zone and there is reward for participating. Also it means if nothing is done that part of the zone can be littered with the remains of destructible objects, along with scorched buildings and holes in the ground

I've always agreed with suggestions (and posted a few myself) that call for consequences to hero/villain action or inaction.

Kings Row already has some objects like that (and has had it for a long time now). Just an hour or so ago, I saw some skulls shooting at a car then getting themselves killed when it blew up.

...guess there's a reason why it only happens in a small scale, and only in one zone...
Liking the idea to a certain extent, but with added content players (especially the new ones) will want some incentive to do them, so then they will feel the need to remove their a$$es from Atlas MA. Without any incentive, I feel this would be just another shiny, yet kind of pointless, addition which only the veteran player base will enjoy. And yes, these incentives would have to be more than a few shiny badges
But regardless of whether I say /signed or not, we probably wouldn't see anything like this implemented within the next 3 to 4 issues
