I'm sure we've been through this song and dance with you before. Why is it a mistake?
We know you hate wasting your time sorudo, but the fact of the matter is, you're just gonna have the make another toon if you find out you dislike a powerset. There are no "BAD" powersets, thus they're not really "mistakes", just "changes of heart". That's what alts are for.
If this ever happens, then whoopie, indecisive people will be happy. Problem is, it can be abused. How easy would it be to level a Fire/Kin controller, and then at 50 admit you "made a mistake" and then change it to Fire/Sonic, which you wanted all along (which one is the easiest to level Solo, I wonder).

You can see all the powers when you are creating your character, besides its not so bad to create a new alt with same name: You can now even save your costume to your hardrive and respec out the enchacements!
I don't see the need for it, besides the reasons Xemulas said are stronght enought to me.

The only time I would actually agree with this is when they proliferate a new powerset...
I remade my MM from Necro/Dark to Necro/Pain, luckily for me, he was only level 6.
So under certain circumstances I could agree, like tailor tokens for Vet's getting new costume sets unlocked,
A single powerset change (Primary/Secondary) depending on which gained new powers during proliferation, would be fine by me, as long as the player is then subject to a forced respec.

As much as I would like to turn my main villain from Rad/Therm to Rad/Pain as it would be more in line with his bio, this is way, way, WAY to open to abuse. So, gets a no from me.

I was thinking rather than re-make say Broadsword/? Scrappers when Shields came out, this option would of been useful to players wanting to make them Broadsword/Shield Scappers...
And so on...
Also agree with you on this not being easily available for general useage, as it would potentially wreck the current game, but am unsure what would happen after GR though.

Level 10 is fine I reckon, takes what an hour with normal levelling (ie not in MA) to hit 10. Anyone who has 100,000,000inf to spare at level ten deserves to lose the money IMO.
What I'd prefer is some form of accelerated start that would allow you to start at 14 or 20 or something, because even with MA I for one am sadly jaded with those early levels I have done so often.

I can't think of a set that is so full of useless powers you'd only take the one power you have to, and never even use that one. I see a lot of AE newbs with characters built completely around their primaries and whatever their secondary is, it always makes me want to remake their build.

Basing a MM around shooting? That's not what they do best, so we're in concept character territory. Gimpiness is an inherent power for the Concept AT
But seriously, what did you expect from Poison? It is pretty obvious that it is a very active powerset, mostly ST powers on fairly short recharge.
Oh, and Noxious Gas+Bruiser = win, so Thugs is (arguably) the best combination for /Poison

so what about a respec that allows you to choose a different secondary power, without losing what you are.
so let's say you're a MM and have thugs as primary, but you have poison as secondary.
now as usefull it might be, the character you made doesn't use this at all.
maybe the first skill, but having an entire secondary for use 1 basic skill is not worth it.
but with this you can choose a different one, without roling an entire new character for just one mistake.
