Yours was fine except for the ""
You could shorten 'say' to 's' to save space if required.
Try
/bind 7, say Energize!$$cce 0 ccCast
Haven't made a new bind in a while but I recall that you needed a comma between the key press and the first command.

It's just missing the "" as I previously mentioned.

And remember that 'say' send the text to the current channel so l, b, em, g might be better, less likely to spam a global channel like I did once...

Least you people are on form, me I blame the heat.
So, I tried to use a bind which would have my character say Energize! and then change into his battle outfit.The idea is he used ccCast as costume change emote.
Sadly I cannot get it to work so I probably am doing it wrong.
