He's Super Strength really so he uses a lot of the attacks from the Super Strength set, just without diminishing returns and with 25 Damage IO's in them!

Ok i've been looking for quite a while for the exact in-game names of some of statesmans "Incarnate" powers. I was able to find one of them "Zeus's lightning bolt" which as far as i can base it on is the epic "lightning from sky" power where lightning bolts rain down on the target.
