It is working as intended. The devs intentionally put the power on quite a low recharge for a tier 9 and in the process eliminated the ability of lowering it recharge any further. On the plus side though, recharge debuffs wont make it's recharge longer.

I've been told also global recharge bonuses or LotG unique also won't help it's recharge time, is it true?
Just asking out of curiosity; as I deleted my 5th or 6th level 30ish Willpower tank again I think I won't touch that set again in near future.
My understanding is that no recharge buff or debuff, be it from:
- set bonuses
- Hasten, Quickness or similar powers
- special IOs such as LotG
will affect the recharge time of Strength of Will. This is similar to the way no damage buffs or debuffs of any kind will affect the damage of Veteran attack powers.

bah, sad to hear, this was one of the reasons i choose willpower to be able to have it one most of the time. sad i found this out almost at lvl 50.
the Info for my button is bugged because it says 2.76 min recharge time. when it still is 7 min. i bought a expensive set of enchants to get down the recharge time, this is not good news at all. lots of money wasted on nothing.

Compare it with Inv tier 9, dont think you can say it has a 'large' crash (inv crash to 5% hp/end).

So it does seem fair that Invul has a nasty crash.

i know i cant slot recharge enchants in it, but if i slot like a resistance set in it with recharge bonus it says the cd will be less, but it does not?
is it a bug or is it not suppose to be possible to reduce the cd?
i can understand why if its not possible, but its enjoying it says like 2min 40 sec cd when its still 5 min.
