but dose a DPS set have a place as a stalker set all primaries should work with all secondaries IMHO if they don't there's a problem surly and yes while elec is sub par its not that sub bar that a have way decent primary should not work with it there for leading me to think that both claws and elec are sub par but are sufficient to work with other sets (claws more so than elec) but when combined are really bad.

No, they shouldn't. The only way you could ever really achieve an ideal like that is if every corresponsing power in each set had the same effect and did the same damage. If you want that, we'd just have the same powers with different effects. In short: Not going to happen.
It's a fact across ALL ATs that some sets will work very well together, some will work, some will be a challenge, and some just won't. It's just the nature of the beast, and nothing is going to change that.
With the vast numbers of combinations and possibilities, I'm sure if you're that unhappy with the way your character is performing, a reroll to something else isn't out of the question. We've all had to do that for precisely the same reason, I'm sure. I have two accounts and probably 20 characters, across both servers on each. I've probably lost count of the number of characters I've deleted because the sets didn't really work or simply because I just didn't like them very much. (interestingly, one of those was a claws / sr stalker back in about i9 which I deleted at level 33)
I do see the point about saying "claws and elec must be sub par seperately if they perform so badly together", but claws isn't "sub par" at all, just the WAY it deals it's damage, i.e. "a little, very often" rather than high burst damage doesn't suit elecs relatively low mitigation performance. ( I have to admit, I've never rolled an /elec toon, so I can't honestly say how it does, but I do have several claws toons and love the set).
Perhaps if anything needs a buff, /elec does?

Stalker /elec would be my candidate for the worst powerset in the game.

I think that a resistive stalker can be playable ... but only in team, especialy a set like /elec, with no heal ... or you have to take a primary with a heal inside (dark for exemple) ... /elec stalker could be a good pact with a x/pain coruptor or even better with a x-pain mm (for aggro holding) for example .
... and i'm one of this guys thinking that stalker had to have a defense based secondary, not only for rp reason, but also because i like to solo stalkers (that why /nin is the best stalk secondary imho, because of the heal in compensation of SR better pure defense)

so ... buff claws i don't think (my claws/SR scrapper's workgin well in team PvP and in PvE) ; but i don't think that nerfing eviscerate was a good thing ... for PvP there's no great point, but for PvE it was a great loss, morevover for a stalker than a scrapper with is low HP level and whom is not designed to stay at scrapp but have to defeat all the targets fast .

Binned far too many to say, but regret binning my 17 Ill/Kin Troll, prior to i9, and I'm sure that would have been prosperring by now. Also binned my claws/regen stalker... as it was too boring, after already taking a claws/regen scrapper to 50..

Not really because while yes */elec most definitely under performs on stalkers something i thing every one is aware of what I'm saying i that i believe claws under performs as well and because i have it paired with elec I'm noticing it more than some one who has it paired with regeneration, super reflexes or Ninja reflexes because those secondaries work better to cover up claws short comings

If your primary is good for DPS but not for burst, then the amount of damage you can inflict is (almost) directly proportional to the length of time you can survive whilst scrapping. /Electric has the shortest survival time, and therefore gets least bang-for-buck from a DPS set.
