I am by no means an expect on these maters, but maybe this will be of some use to you anyway.
You are not supposed to have to download the game every time you need to play it. And I do not think it is deleting it self.
The first think that popped in to my mind was that this might be a problem with you operating system, and the permissions set for the user you are logged in on. Most PCs running windows will only have one used, the admin. But the system support a multi user set up. Different users can have different permissions and even access to different programs.
Try this:
1) Install the game and check where the files are saved.
4) Turn off your computer. And then turn it back on.
5) Check if the files are still there.
If they are not, then it is likely a problem with the user you are logged in on not having permission to create new files on the hard drive, and as such the files are deleted when you exit the session (as in turn of the computer)
Better yet, try creating a TXT file with notepad on the desktop first, that will not require the download time.
If this turns out to be the problem you will have to log in on the admin or a user with permission to save data. This would also be necessary for game updates, and most other things you do in game (like changing the option in game).
sounds like the desktop shortcut is pointing at the wrong file right click it and see where its pointing i would guess it says ""C:\Program Files\City of Heroes\CohUpdater.exe" if you installed using the defaults.
where it should point is "C:\Program Files\City of Heroes\CohUpdater.eu.exe" so what to do is just create a shortcut to this file instead.

Close, but its more likely the updater is named incorrectly, changing the shortcut is step 2, step 1 is to rename the updater from cohupdater to cohupdater.eu

I had the same problem when i was a free trial guy. Found a solution quick enough on the web.
It's about time this was fixed. We've had this since the year dot. Giving new players the idea that the developers of a game can't even cope with the installation really isn't a great idea.

Im sure the Dev's will get round to it once they read this forum.
Since this issue comes up at least once a month in the forums for as long as I can remember, I somehow doubt it.

to experiment i downloaded the game to my work PC (I'm sure the IT department will just love me) looking at it it gives the updater for both the EU and the US but only places a short cut on the desktop for the US.
seems a bit daft to me why they don't just have it place a shortcut for both on the desktop and have them labeled approprietly i do not know.
i purchased the game online yesterday along with a months subscription. now everytime i try to paly it i have to go through the updater and it reinstalls it onto my computer. i'm really new to this, this is the only online game i have bought over the net, all my other games were disks and much easier to figure out. surely i can't have to spend 5 hours downloading the game just to be able to play it for 2. someone please help me
