AI - Combat from melee to range
Dont be a scrapper
In all seriousness I don't know for sure, I mostly play the "up close and personal" ATs, but from watching my MM's brute, I guess it has somthing to do with the distance to your target.
My brute has a nasty habit of just standing back and hurling rocks if I don't tell him to get close to the target, but once he does (usually after throwing 1 more rock point blank range) he'll stick close unless knockback sends the target flying too far away (a real possibility if both my thugs and myself use Dual Wield simultaniously, always fun )
I've also noticed recently that some enemies have improved their AI. My Thug MM hardly draws any ayyention, but the other day Longbow mobs were deliberately attacking me, rather than my henchmen. Either I got too close or they are starting to use their spidey powers....
Main 50 & Badger Nine Claws Claws/Regen/Body
Other 50's Ph10x Brute Unjust Law Tanker Samantha Urai Scrapper Codename 1250 Scrapper
Cepheus Defender Nilus Scrapper Electro Field Blaster S.PONGE Tanker
Holds, Immobs, Slows & Repel or other KB powers are your best bets.
Also not being next to the tank.
Mind of Gaia lvl 50 Defiant's first Mind/Storm 'troller.
Deadly Doc 50 Dark/Dark Corr
and lots more on Pinnacle,Union and Defiant

were they ambushers? (like the ones you get during mayhem missions) If so they're supposed to do that, if not then who knows?
There is a sweetspot.
Team with a tank or scrapper and let them take the aggro! Either that or hold/stun them so they can't move. Other than that it's down to old fashioned kiting where you move in close enough to attack then back away until you're ready again. Sometimes you can get out of their perception range and they lose interest. Doesn't always work though, especially if they can move faster than you.
Most things also hate caltrops so if you can drop some of those at their feet you can gain some breathing space.
If you do decide to run away for a breather, remember that they regain health at a remarkable rate!
There are certain attacks enemies have been known to find themselves happy spamming once you find a certain range. Romulus doesn't fly. That's one answer for a kiting method out the way. You fly he won't. If you're kiting with taunt then its better if other players don't assume too much threat depending on your threat over range. If the "sweet spot" as it's called is compromised by someone using a power that will cause the AV to move then depending on how tight that sweet spot is, you may find all hell breaking loose. Similar words of "don't do X" to people or "wait for me to say ready" (as a headcount to an AV may spawn certain attacks at a bad time in the wrong direction) spring to my mind talking about this.
If your gonna keep AVs like Chimera ranged and do damage then its easy to confront/blast and fly or once you've forced his bow he may decide to keep it, if he switches, force his bow again. My SR is claws so Focus and Shockwave ahoy! Same with Infernal. No need for defenders or controllers. Black Scorpion again don't fly but as with most any AV there is a sweet spot. I think most people know where his sweetest of sweet spots is but you as a scrapper would have to forget doing damage to him and perhaps settle for spamming a well slotted confront.
Sometimes assuming an elevated position on a rock with some enemies causes them to go stop in their tracks and spam some 8 sec rechg power at you.

For instance if I wanted to keep an enemy such as ermmm..... Chimera or Black Scorpion at range instead of attacking me with melee powers at melee range , how would I go about doing this?

Chimera is Calamity's nemesis - he prefers ranged attacks and has a pretty good range, he also does a hell of a lot of damage with his magic arrows (they must be magic because they never miss and zip through her already meagre defences like they don't exist) and each hit from his silly arrows applies a hold. I think you'd need a tray of purples or a zillion break frees to defeat this thing at range.
You're perhaps thinking solo or without pets. I wasn't specifically doing that.

Okaii - this is a question about the AI (artificial intelligence) of enemies.
I know there is techniques to keeping enemies such as Romulus at a range instead of melee as it is for all other enemies with both melee and ranged powers. Although how do you do this excactly?
