Flash arrow is autohit in PvE, but needs Accuracies in PvP. I have no idea about Smoke.

Am pretty sure they work on the same rules, I had both of them at the same time at one point and am pretty sure no acc needed in PvE but you can slot for it for PvP purposes

Smoke works the same way as Myopic described flash arrow working
