Someone made a mod which did this in WoW, and IIRC it was so popular that it was introduced as a standard feature by the devs.

It'd be nice ingame too, although currently icons do go slightly transparent when there are 10 seconds or less left on buffs.

Build up only lasts 10 seconds so its always slightly transprant
Union level 50's:
Chibstarr = Dark/Dark Defender
Chibii-Chan = Stone/Energy Tanker

Well yeah, I knew that. With build-up it's a case of "3 blasts and you're out" really, not sure how a timer will help with that specific case. It's nice with Eclipse though ( if( eclipse buff not transparent) then jump_into(spawn) 
).
It would be nice, I agree totally. Until then (if it happens, I'm not sure it ever will since the devs already introduced the transparent thing instead of a proper timer) you could try Herostats if you haven't already.
The only drawback I found with Herostats is that the XP/Min timer thing turns you into a bit of a hyperactive mongoose in terms of earning XP as you watch the figure drop 
CoH developers do seem to have a tendacy to favour third party add-ons rather than adding the feature into the game themselves (there's even a Loading Screen Tip extoiling Mids Heroes Designer & the Paragon Wiki).

Something like : "Ideas the EU players like"? Or "Hay! You devs over there, pay attention to us! HAY WOOOHOOO! CAN YOU HEAR US? HEY!"?

Now that I'm using the Mac client, the number one thing I miss is HeroStats (there's no Mac version, and no immediate prospect of one), so a big /signed from me! It would be very sensible to incorporate HeroStats functionality like the power timers and the XP/min display (it will even estimate how much time to the next level, at your current rate). These seem like things that the game itself ought to offer (though optionally, so that the pure-minded who don't want to sully themselves with XP information can switch that off).
I'd like to see a timer on powers which are active on yourself (like build up) to see how much time there is remaining before its off
