Power Sink and Energy Drain cause nothing but -End to foes too, and are autohit.

In the listings it has an Entities autohit : Foe entry.
So I'd say it's autohit. Also the description says "It fails if no foes are in range" which would suggest an autohit (not that I'd believe just the ingame Power descriptions).
What made me think twice about that is that City of Data lists Accuracy as 1.

Accuracy listings are bizarre. Power Sink is listed as 1.00 accuracy in-game, yet it's autohit.
Heck, pet summons are listed as 2.00 accuracy for some unknown reason, even though summoning a pet does not involve a hit roll (and no, it's not the accuracy of the actual pet, their powers have their own seperate accuracy listings).
Wet Ice doesn't take defense enhancements or sets.
The spreedsheet still has to have an entry for accuracy, even if the power is autohit. It doesn't matter what the value is, but there has to be something there.
Energy Absorption is defiantely autohit.
I really should do something about this signature.

I want alot from it, can anyone suggest frankenslotting for this power to get the most from these attributes.

Best I can think of so far is
3 x Membrane Exposure (HO) 33% Recharge 33% defense
1 x Performance Shifter End Mod / Accuracy
1 x Efficacy Adaptor End Mod / Acc
1 x Accuracy IO
This should give the following results...
Accuracy 95.40%
Endurance Mod 53.00%
Defense 56.00%
Recharge 94.93%
