Castle said once that if the power doesn't accept Accuracy Enhancement, the accuracy given by a HO/IO won't affect the power. The only exception was a Night Widow's power that I don't remember.
As for the IO set bonuses, I don't know, but I don't see why they wouldn't buff the power, since it's the global accuracy that's buffed.
They didn't mean for it to work that way, but it does.
Look at the problem they are having with pet recharge.
Choking Cloud does a hit check, so accuracy in a multiple element IO will work in it, even though accuracy can't be directly slotted. 
This happens with a lot of powers.
I have a question about slotting "Lockdown: Chance for +2 mag hold" into Choking Cloud. How would this work? I've understood that it would tick every 10 secs for each target in range of the power, regardles wether the hold in CC hits or not. Is this correct? How often exatly does the chance for hold tick in CC?

In choking cloud(ticks ever 5 seconds) it has a chance to fire every 5 seconds on targets within its 15 feet radius.

So, if I slot +2 mag to Choking Cloud, I'll have 80% chance for mag 1 and 50% chance for mag 2 every 5 secs (from CC), and 15% chance for mag 2 every 10 secs (from the proc). Correct?
The hold of the proc lasts for 8 secs, how long does the hold of Choking Cloud last? Could someone calculate the chance of getting a mag 5 hold to one target during a minute fight?

a) Accuracy set bonuses or
b) Accuracy from slotted set IOs like Acc/Hold ?
