Other than people bragging about it on forums, how else are you going to know people do it or not?

Admitting on forum they they looked in the files prob enough for a ban, or a suspension i would guess.

It has come to our attention that the Witch Leather Top - a costume piece from the upcoming Super Booster II-- has inadvertently made its way to the live servers as part of the latest patch. Because this piece comes from what will be a paid Super Booster pack, we will be forced to revert it out of any character that has had it placed on their costume. This reversion is to keep the integrity of the Super Booster intact for those players who wish to purchase it when it becomes available.
Please DO NOT utilize the Witch Leather Top for any of your characters!!! If you do so, no refund of Influence or Infamy will be given to your character when the reversion occurs.
We greatly appreciate your cooperation and understanding regarding this matter.

If they don't have a bra underneath...well...you know what happens... 
So, did nobody find this on the test and let the devs know so it wouldn't be leaked into the main game and nobody would run the risk of not seeing the warning not to use it and waste the inf when it gets changed when the booster is released?

With no new issue to gawp at, and the character tool offline (until a couple of days ago), there hasn't been many people playing on Test.

In a thread on the US forums about the patch they mentioned that this top had been found on their test server.
