Whirlwind slotted with procs
True, He can be KD'd if it's slotted properly. Also, lots of +runspeed enhancement sets, since you can't really "walk away" if you're using a movement power like Superspeed or Teleportation.

Well, kicking god in the balls and walking away isn't really a part of the game, so I have to ask - what do you want to do with your tank? Survive vs. AVs the best while doing as much ST damage as possible? Possibly Stone/Something with purples to complensate for the lack of recharge and damage. Or Willpower/Something with maximised hitpoints and regen rate.

A Stone Tank in Granite offers the most survivability, put that with /Fire for probably the most damage.
So Stone/Fire; you wont be doing much running though.

Stone/ice why ice?
Ice Patch gives you knockdown, Freezing Touch gives you a hold, Frozen Aura is a PBA0E Sleep and most powers are -recharge.

You can try WP with an supidly expensive build, but a cheap stone tank will survive plenty well enough. The anvantage with WP is you can move....
Having said that, there is a place for INV.
Inv tanks are the ones still standing in a combined group 3 groups of enemies after someone aggroed a few extra mob, while everyone else on the team is heading back from hospital.

My INV's main weakness is the Aggro Cap...
They usually only survive two foot stomps though!

Indeed.
I'd argue /Stone to be slightly superior to /Ice, given that it has two very spammable Knockdown PBAoEs (Tremor and Fault, Fault also Stuns) for extra aggro grabbing, and actually does a fair amount of damage. Ice can be built to do damage too, but even with the changes to Frozen Aura it's still normally a little weak.
They're very close, so it comes down to personal preference I suppose. To my mind /Ice is more controllery than "tankerish" - holding Foes back rather than beating them back...
The others? Fire is great at holding aggro but has no extra mitigation worth talking about, SS has Footstomp. The rest are all fairly decent apart from Energy Melee - it only has one very short range and weak PBAoE, and one that inflicts stun (which causes foes to stagger away from your aggro aura) at that.
If its not 3 groups of Carnie, Children of Anger and some others then yeah, I'd be likely to be alive but sod off, people are in hospital I deserve to die too. My Invuln would prefer no one going to hospital, no ones health bar moving actually, or there is a sense of failure with the team. With my Invulns aura at 30s duration and my taunt 6 slotted you'd have to usually become poorly positioned and/or start your attacks early to get hurt because my taunt durations last a long time. She don't pick up aggro as well as Ice but she keeps it for longer.

Stone is a really good set if you want to be able to stand up to ridiculous amounts of pressure. Granite Armour gives you excellent levels of proterction against most threats, and you can get some nice utility defenses against more exotic hazards like endurance drain elsewhere in the set. The downside is that Stone can slow you down quite a lot. Great if you want to be an immovable object.
Offensively, I'm very fond of Super Strength. The "Knockout Blow" power hits like a truck, and if you can handle the ocassional "crash", then Rage is a long lasting and dramatic boost to your damage.
If you want to be a bit faster moving then Willpower is a very nice primary...it offers a good amount of health regeneration and is one of the only tanker sets to get endurance management early on, which can really pay off when you're running defensive toggles and smashing those melee attacks.

Energy Melee FTW, ok maybe I am a bit of an energy fan boy but hell you get 2 of the strongest secondary attacks that tankers have. Plus if you slot the pool with stun enhancements you dont have to worry about being hit... mostof the time

Oh hell yes. It got even worse for me after I got a Peacebringer and saw how awesome their melee attack animations look. They'd be perfect for Energy Melee.
I mean the energy on their fists when they attack, not the resulting huge explosion that looks completely over the top next to the damage you actually end up doing. When my Peacebringer started her criminal career the Hellions I initially attacked started clapping politely and threw me quarters for the impromptu fireworks show they thought I'd just put on for them.

Personally i'm a fan of Inv/SS, but that's just because my only tank i've managed to get past level 6 is that.
It's an incredible feeling to stand in the middle of 3 spawn's worth of +6 Freakshow with Unstoppable and Rage running, their attacks doing single-digits worth of damage while you knock a Freak Tank sky-high with KO Blow.
