Way too much +rech for the amount of attacks you have, not enough +HP or +Def.

Just by chucking out haste the rechg becomes just enough.

You could argue on that. The build has a lot of attacks and all that recharge can by no means be needed. I run a 4-piece attack chain on a FM/SR scrapper with +15% rechg from set bonuses and no hasten. The build above has 7 attacks, 100% rech from bonuses, hasten and claws inherently have lower recharge rate.
Either drop attacks OR replace the recharge bonuses and hasten with something more useful.

Depends on what he wants to do. But yeah he can skip some recharge and add some survivability.
Anyone got any advise on whats skippable from SR and on slotting?
Also if anyone has a Claws / SR build thay could post it would be great
