Jonin Ooi (think I've spelt that right.. sorry its late and I'm tired) - I've always enjoyed his morally grey justifications and hatred of spandex RP-monologues in RV.
Sniff Stalker and Prawnee would probably get my vote for Stalkers - both wonderfully Insideous and persistant. 
Daddys Little Defect and Omega Patient spring to mind also, they can be a right royal handful sometimes and all-round thorn in the side of Heroic zone endeavours.
... oh, and Max Khaos of course.

max is up there to wouldnt be the same without evil there for pvp back up

dark lords have been locky enough to coaliion with some superb groups and most of those groups managment belong up here for one reason or another and as max said a lot more legends that have moved on
oh and max you realy should own up to mumsy there isnt one of those royal pains in the back end one of yours

#415877 - An Uncivil War: Preclude - Looking for Feedback I think this is a damn fine idea that perhaps as suggested could be worked into several story arc's crossing over, 2 hero side, 2 villain side? Will take a lot of writing, but if done right would be amazing!

Dr Death is a name I still remember so there's one.
PvP wise its most likely Sniff Stalker and Cylon Raider.
For SG communities: Graviton-x, Agent, Bru, Von and Max. These names all stood out immensely and all do their share all around for the villain side overall to this day.
There are so many names I could reel off its hard what to focus on.

Look me up mate if ya want some input or a layout/writer. I'd love to add a little to this if I can. I for one wonder what format this could be done in. Detailed writings? Sort of 'Case Files' kind of thing? A comic if we can get a good generous vill artist to do it. I for one enjoy the method of using game screens but that only works if those people still play alas.

Thanks to Monster for the mention and I would like to add a couple myself
Firstly Black Momma and Dark Orgasmo from The Horde - when we were getting the Dirties on their feet they were tremendously helpful running us through the first LRSF some of us ever completed successfully and also helping with the swapping of base salvage (before the BM)
Also Monster Bru for getting us some great coalitions
Max ofc for just being such a figurehead and for the honesty in how he runs Evil and the integrity and courtesy he shows other SG's with regards to members swapping about etc.
I see a familiar pattern here of names. I guess that is slightly explained by the villain community being quite tight with everyone knowing each other.
I guess take for granted that I have got to team and chat with the majority of people mentioned here. All I know is it has been a pleasure teaming/knowing such great people and its villain side where its at .

Well as some might have read there was a discussion regarding union legends here - http://uk.boards.cityofheroes.com/showfl...&fpart=all.
A few were looking to put together a story arc involving them or perhaps a TF. Now those mentioned in that thread are mostly known for there hero exploits. However I was wondering (hence this thread) who you would regard as there villain counterparts or worthy of the title "legend"? Quite a few legends I could think of on villain side no longer play but will always be remembered.
If I were to get the ball rolling I would nominate Dr. Death who was the founder of Violators which in its heyday was the number 1 supergroup (in terms of prestige) and one of the most active supergroups on villains.
