Your probably looking at upwards of 500 mill for a buildl ike that. However you could change some of the purples, which would lower the cost significantly.
I have a very similar to build to this and probably cost around 200 mill. With a base regen rate of 703% he can certainly hold his own

I have taken on board the comments that there is no such thing as an "Ultimate" build - sorry. there should have been a question mark in the thread title.
Please can you look at my second attempt to the build and post any suggestions for improvements, and let me know roughly how much she would take to build. This will be a build for the later game,(lvl 45+) so don't care that am short of damage until lvl 18 or so. (Respecs will be used to change her through the game)

That build looks a lot better. I'm no expert, but there are a couple of changes I would do to this build.
Stealth? Don't know why you took this. SS should be enough should you wish to ghost missions, especially if you put in a stealth IO.
Seems like a lot of slots in integration, which could be more useful elsewhere. Sam as the 3rd slot in health. Better to us a +regen IO in last slot as heal IO gives pitiful +regen itself.
Think you can loose conserve power, you already have plenty of end recharge and not needed, even when running FA. I would also put the last slot in FA for the full set, the last bonus in the set is worth it.
Hover/fly? If you want extra mobility, why not CJ/SJ? A little more defense also from CJ. And you are using valuable slots in hover.
Lastly, I would also try and work in at least boxing and tough. Being regen, the extra resistance can be useful.
Just my thoughts of course.
As for cost? Well try in excess of 500 mill or so. The sets you've chosen do not come cheap.

As Clawd pointed out... taking stealth is a waste of time, as you can get stealth bonuses from travel power IO sets. Likewise, I'd also suggest taking the boxing pool, as tough in particular is a must. I also have weave.
The other points I would pull out from the original build suggestion are :-
(1) Stamina - Any Scrappers taking this need their heads read. Don't have it, Don't need it. My build also has CP, but rarely use that, unless soloing an EB.
(2) Hasten - My attack chain is damn quick without this, another power slot wasted IMO.
(3) Glad to see you didn't suggest MoG. Still haven't tested the new version, after the nightmares with the original. This power always seems like a cop out for me... If you can't stand toe-to-toe with a boss/EB on unyielding, and have to use MoG, then your whole build needs an overhaul. On the occasion that I fail to stay on my feet, then I probably deserved the beating, using MoG seems like cheating death to me, and debt is good for badges.

Sorry SpikeyShane, I had totally forgot about this thread... Your looking at 800mill inf for the build i first did, pretty expensive.
Cymro, as Clawd said, your revised build was a lot better. I do however agree with the comments made by him and Nine_claws. Stealth as a power, when not going for the stealth cap is pretty pointless as for 10 mill inf or so you can get almost the same amount of stealth which gives you an extra move to pick.
As for the other points:
Stamina, I always recommend, even on regen you can never have too much end.
Hasten, again always recommended, even if your attack chain is fast, it can be faster and more recharge = safety net incase of slows
then onto MoG..... I love the new MoG, it's a great power but it's always been like marmite. You either love it or hate hit.
I've done a build here for you. The cost is probably close to 1 billion so it's going to take a lot of hard work getting it but with 807% regen base and 72.5% recharge without hasten (which basicly means you have double hasten at all times) will make all that effort worth while.
