It's hard answering this question; it really goes down to what Archtype you're playing and *WHICH* PvP zone you're aiming at.
But I'd say Leaping (mainly for Acrobatics) and Speed for both Hasten and Super Speed. Although some go for stealth and others go for leadership. Few tend to go for Teleport FoE mostly Stalkers.

For a pvp blaster id say: Fitness, Leaping, Speed, and either stealth or tact, depending on if u want stealth or percep

Most important issue in CoX pvp is mobility and rooting times.
Rest all come second
PvP pools top ranked pools are CJ,SS,Hurdle,SJ.These are end of and must in PvP and very few AT's come without em.Due to unsupressed movement in pvp zone which is absolute must.You will rarely see villain/hero
All the rest are not that important although i would say Acrobatics ranks pretty high.
And of course APP/PPP excluded.
Travel pools aside I'd say Presence is seriously underrated. Not many people slot for Fear resistance.
