Introduction:

Hey there, i finally decided to share my "Wisdom" about the Ice/EM Blaster, i'm playing now for about a Year as my Main-Toon, shortly after my 1st Toon, a Energy³ Blaster (Sunforger/Union) hitted the 50, i started a new Blaster, my first Choice was to roll a Fire/Energy Blaster, cause it was popular and Forums where full of Guides for it, but after toying around with the Costume-Creator i've decided the Costume i created would better fit on a Ice Blaster, well best decision i've made so far in this Game, although Fire/EM is also a great Choice with its own advantages and disadvantages, i enjoy the Ice/Em Blaster more than every other Blaster i've played so far.

The Ice/EM Blaster is a Single Target Blaster Set, it has a good AoE with Frost Breath and a great Nuke but thats not enough to make him shine in that Area if you want AoEs choose Fire as a Primary, but Ice/EM is the by far the hardest hiting Single Target Blaster and the by far the safest Blaster to play, even playing on Invincible is a piece of Cake, I've startet to play on Invincible by Level 20, if you like to solo alot, Ice/EM is best choice for you, on Teams you should focus on killing Bosses and "controlling/killing" nasty Opponents like Malta Sapper, Sky Raider Engineer etc.

Ice/EM is also a good choice for PvP, im not so much into PvP in CoX and my own build is not specially designed for PvP, but i can hold my own in Zones and its good enough for occasionally Visits in RV, to get some kills and without becoming to much frustrated bout being pwnd the whole time.

I hope you'll excuse my far from perfect English, i'll give a short Overview over the Primary and Secondary Powers, with slotting advices for standard and IO slotting and a rating for each Power, the rating is for sure a personal Opinion and other Players might think different about some Powers.

In the end i will post my current Build and some sample Builds for different IO slotting.

Primary: Ice Blast

Ice Bolt:

Fast Single Target Blast and the first Blast of your Ranged Attack Chain, the Dmg is ok for the low Endurance and fast Recharge, can be used while mezzed, provides a small - recharge and - speed Debuff

Ice Blast:

Slower Version of Ice Bolt, but with more Dmg, second Blast in your Ranged Attack Chain, can be used while mezzed, provides a small - recharge and - speed Debuff.

Frost Breath:

Ranged Cone Attack that does two fast ticks of Dmg, in my opinion a good AoE Attack but without a second good AoE in the Set it has limited use, provides a small - recharge and - speed Debuff.

Slotting:

1x Acc, 3x Dmg , 2x Rech Red

IO Slotting:

5x Positron Blast (Positron Blast Dmg Proc is not worth the Slot in my Opinion, if you have the 6th Slot Spare rather add a Rech Red IO)

5x Ragnarok (Ragnarok Kncodown Proc is not worth the Slot in my Opinion, if you have 6th Slot Spare rather add a Rech Red IO)

Aim:

Great to Hit Buff and sligthly Dmg Buff, must have for every Blaster in my Opinion.

Slotting:

3x Rech Red

IO Slotting:

2x Adjusted Targeting (ToHit/Rech + Rech) + 1x Rech Red IO
5x Gausians Synchronized Fire Controll (the Chance for Build Up Proc is not worth slotting in my Opinion)

if you PVP alot, the Rectified Recticle Increased Perception Unique is worth slotting in Aim or Build Up


Freeze Ray:

This is the Gem of the Ice Blast Set, a ranged fast recharging Mag 3 Hold, one shot hold for Lieutenant and Minions and with 2 applications you can hold a Boss, with the Hold Procs in your Single Target Blasts 1 shot is often enough, if you take Bitter Freeze Ray its a guaranteed Hold on a Boss with 2 Attacks, take it, love it.

5x Unbreakable Constraint (if you have Spare Slot add the Dmg Proc)


Ice Storm:

A targetted AoE which slows Opponents, in my opinion very situational, has its uses on Teams or in combination with Blizzard.

3x Tempered Readiness (Acc/Slow + Dmg/Slow + Acc/Dmg/Slow) + 3x Airburst (Acc/Dmg + Rech/Dmg + End/Dmg)


Bitter Ice Blast:

Short Range High Dmg Single Target Blast, third attack in your Ranged Attack Chain, provides a small - recharge and - speed Debuff.

Bitter Freeze Ray:

A slower Version of Freeze Ray with moderate Dmg, in my Opinion a little bit to slow, double stacking Freeze Ray is almost as fast, the Dmg is ok, but not really needed as you have already a complete Ranged Attack Chain, it has it uses to stack Holds on Bosses, if you want to play an all ranged Blaster it becomes more valuable.

Blizzard:

Targetted AoE Nuke, that does a Dmg over Time, cause knockdown and debuffs Speed and Accurancy, in my Opinon the most powerfull Nuke in the Game.

Secondary: Energy Manipulation:

Power Thrust:

You have no choice, you must take this Power, but its in my Opinion not a bad one, although situational, but if a Freak Tank is charging into you, while you're mezzed you'll be happy to knock him back through the room with you Power Thrust, you dont have to waste any Slots on this Power, slotting it for Dmg is not worth it, one Accurancy will be enough.

Conserve Power:

A Click Power that reduces your Endurance Cost on all Powers by 50% for 90 Seconds, great to avoid the Downtime after a Nuke, use a Blue and you're back in Game, also good for fights vs. Endurance draining Opponents.

Slotting:

2-3x Rech Red


Stun:

100% Mag 3 Disorient with very minor Dmg, in my Opinion not worth taking, cause of the slow Animation and with Energy Punch, BoneSmasher and Total Focus on your disposal its just redundant.

Slotting:

Power Boost:

A very good Power Choice if you have free power Choices but not a must have in my Opinion, boosts most secandary effects, like hold, slow, to hit Buff and debuff, movement speed etc.

Slotting:

Boost Range:

Click Buff that increases the Range on all your Ranged Powers, for PvE purpose its not that much used but essential in PvP.

1-2x Rech Red


Total Focus:

High Dmg Melee Attack with a 100% Chance of a Mag3 disorient, although the Animation is a bit slow.

Power Pools:

Concealment:

If you want to PvP alot in Zones, Stealth, Invisibility and Phase Shift are worth taking.


Fighting:

Not worth to take on a Blaster in my Opiniopn


Fitness:

A must have for an Ice/Em Blaster if you take Hurdle or Swift depends on your Travel power.


Flight:

Good Travel Power, but a bit slow in my Opinion, Air Superiority is a great Melee Power but redundant with EM as a secondary Powerset.


Leadership:

Not worth in my Opinion for PvE, if you PvP alot on Teams, Assault, Tactics and Vengeance is an Option.


Leaping:

Best Travel Power in my Opinion, Combat Jumping and Acrobatics add much needed Protection to Immobilize, Hold and Knockback, besides that Combat Jumping is a great Power to slot some of the better IOs into, like Karma - Knockback, Kismet + ToHit or Luck of the Gambler + Recharge.


Medicine:

Good Powerpool, Aid Self is a good choice if you have the Spare Powerpools/Slots.


Presence:

Not worth to take on a Blaster in my Opinion.


Speed:

Hasten is a must have in my Opinion and if you have hasten i would also take Superspeed, with an Stealth IO, Superspeed becomes equivalent to Invisibility, which is good for ghosting Missions.


Teleportation:

Well i personally hate TP as a Travel Power, but thats a personal Opinion, if you like TP as a Travel Power take it, Recall Friend and Teleport Foe also have their use.


Epic Power Pools:


All five of the Epic Power Pools have their Advantage and disadvantages, therefore its hard to say which one is best, depends a bit on your playstyle in my Opinion, i personaly prefer Force and Cold.

Hope this wasnt a poor attempt of humor from you. If not then:
Stun is useless in pvp, slow animation for a mag 3 stun, BS+energy punch is a higher stun mag then Stun. And the point of a blaster is too kill a target fast, not try and stun them. On a squishie BS is enough of a stun to drop their toggle so they have no res shields up, then the ranged attacks should be enough to finish them.

Nice guide, I play an Ice Corruptor not a Blaster but find myself agreeing with almost everything.

Issues with this guide:

Blizzard: Not only is not the most powerful nuke in game but is most useless emainly for PvP builds because its a DoT nuke with a smashing component that everyone in PvP resists.

Power thrust:

Top PvP choice power since the Acrobatics nerf.Its pure gold power.

Power Boost:

On an ice blaster considering power boost as a "not must have" is wrong considering the amount of secondary effects Ice has.This is the one set with which energy has best sinergy.

Total Focus:

Total focus in PvP rates lower than Energy Punch.TF has way too long animation and rooting times.Energy punch is by far better for PvP purposes.

Your Zonal build needs revising because Hibernate with Phase shift is useless in PvP nowdays since there is a 30sec supression of Phase powers.One phase is enough and yes hibernate counts as a phase power.

Probably all correct from a PVP Point of View, but as i wrote in the Introduction, im not that much into PVP in CoX, besides occasional visits in WB or RV and the Guide is mainly for PVE purpose, the 2 PVP Builds where the 2 most recent i found in the US PVP Forum, so i added them.

I understand hence i pointed out some issues that you can change in the guides that will make them more accurate.PvE side i didnt point anything out since looks all good to me
