A tougher blaster
With IO's and Accolades you can easily take a Blaster to the cap with just over 1600 HP. A Scrapper's Base HP is 1339, a Blaster's is 1205. There's not a huge amount of difference there.
IMO there's not much point going for Defense if you're not going the way of the Cold Mastery APP.
BTW - What version of Mids' are you using, I can't seem to copy your build in to mine.
Hmmm well you know what, that regen and HP total much likely to him. He has regeneration power(i mean the original one. Sigh maybe i should design simplier heroes but there wasn't CoH while i was creating those heroes. Heh actually those two (Apostle and Psy-knight) are better ones, the ones without travel powers, well they will be real pain)

As you can't copy paste, my current defense is (with Combat Jumping, Manuevers and Hover) 16,4% Melee, 13.9% ranged and 19.5% for AoE. And that won't change with Frozen Armor. It just adds on Slashing and Lethal resistance.

Er, no. Frozen Armor adds Smashing/Lethal Defense (and some cold resistance), so you'll get plenty of extra survivability from that pool.

Aye, Hover, Maneuvers and CJ are Def All so they'll stack up with Frozen Armor. Just updated my Mid's and had a quick look, with Frozen Armor you'll get 28% S/L defense and you can put the +Def Unique IO in there too. You'll still have 16.4% Ranged, 13.9% Melee and 19.5% AoE. The higher S/L Def will give you better mitigation vs the majority of damage in the later levels as a lot of it will have at least partial Smashing or Lethal portions.
As i finally begin to see difference on Apostle, i can reply to your posts.
Currently he is running Combat Jump and Maneuvers. It is nice to see "Dodged"s floating over his head. As he teamed up with bubblers mainly, wow i was invincible.
If we come to increase defense case, i think with hover it will be enough. I changed my slotings and sets so i will get nice regen and +HP points. I don't like to get Frozen Armor as this new set of heroes are concept heroes but i think +Res from body armor which isn't a toggle will be a nice addition to my list of powers.
Before Apostle my favorite blaster set was Sonic. I changed him with my sonic blaster for a while last night and found out (maybe just because i have a special link to this character as he is one of my own created comic heroes nearly 15 years ago, just like Psy-knight) no other blaster can make me feel a real hero as Apostle.

High defense on a blaster is quite possible.
This version uses Ice blasts, so it has a good single target attack chain, plus several AoE's. With all the accuracy and To Hit buffs, he pretty much can never miss, and he's invisible with good perception. Another Primary could be swapped in fairly easily:

Isn't force mastery the way to go if you want melee survivability and Kb powers work great as damg mitagation.
Thanks Dr. That one was a build i wanted to put together for quite sometime. Ice/Devices a known controlish set with good damage and you find a place for fighting pool in the build.
Unfortunately i am trying to adjust a known hero (at least for me and my close friends) to the game so there are somethings i can't change; like making Apostle a jumper instead of a flier or getting frozen shield or any other shield with gfx into build.
Maybe after i finish leveling my comic book heroes (not all of them tho, i don't have 150 slots available ) i want to try that build.. hmmm maybe on defiant.
Ok, I know this is thread necromancy, but I've reworked this build to give soft cap to ranged defense, 40% or over to loads of damage types. This is a slight reworking still using no purple recipes and using a few of the new IO sets from issue 13.

Why not go for a humanform (or human and lobster if you're playing with battlearmour) Peacebringer? Blasty, tougher than most blasters, and some nasty melee abilities. And that's before you switch all the armour's power to the shields and go dwarf.

I've been experimenting with a few "high defense" blaster builds myself lately.
The best all-rounder powerset for this would appear to be /MM due to Drain Psyche (100HP per second regeneration on top of 45% Defence is just sick levels of mitigation, even before you throw in "World Of Confusion"). Compared to other methods of "pimping-out" a toon with Set IOs, they're quite cheap to build due to Thunderstrike and Makos Bites being comparatively inexpensive.
I usually focus on maximising enhancement percentage increases first and Set Bonuses second, but it's possible to get both if you sacrifice a few power picks (such as Hasten/Aid Self) and a bit of global recharge. Taken in its entirity, the Thunderstrike set is rather lacking in recharge and goes overboard on damage, but if used in a fast recharging set like Sonic or Archery this disadvantage is effectively negated.

Note that in both builds Energy/Negative Defence is also very high, although the Archery one trades a little for more global recharge.
I'm probably going to go this route with my Sonic/Elec Blaster rather than Aid Self + Force of Nature, which is why it's included above. My only minor quibble with it at present is that the Nuke takes 30 seconds longer to recharge than on my other IO build (with Hasten running on the other build it's 55 seconds longer) and aside from Thunderstrike (I hate Howl) the toon is pretty much single-target based. The Arch/MM has very little in the way of weaknesses other than a lack of Hasten.
Hmmm Archery... I wanted to roll an Archery hero but keep sticking to defenders for TA. Maybe i should try this build after i get my new two heroes on a good level.
For Apostle's fate. Thanks to all that wonderful help I've got from you guys, he is great. He ain't on cap defense or cap healing but something between from both sides. Just like I wanted to have. In all my heroes i think he is the most hero feeling one. Only problem he has is me. I have that blasterlock and keep forgetting monitor my HP bar and completely focus on the enemy I am facing. If there are too many enemies around (like Rikti Monkeys on Protect the base mission) i find myself faceplanted.
Oh and i picked Force Mastery instead of others just because of Force of Nature.

Do it man! It doesn't even have a build up time of needing to get to a certain level before it's awesome, it does it right from the start! Snap Shot and Aimed Shot are practically their own attack chain!

Maelwys would it be possible to do a sonic/mental with aid self and hoarfrost while still good defences? Not that familiar with slotting blasters so i would like to request an example that i can work from
Not sure why you'd want Hoarfrost (Blaster HP cap is around +33% which includes +20% from accolades and can easily be reached via set bonuses) or Aid Self (with /Mental Drain Psyche!!) but yeah it should be possible.

Is up now... seemed it didn't like my typing the word "S.n.i.g.g.e.r" (thought it was a racial slur with an 's' in front of it maybe?) and was throwing up a wierd server unavailable error. Odd...
(said word was used after comparing Blazing Aura to Hotfeet... )
Thought I'd post this as an update - this is the final build of my newly-50'ed Sonic/Elec Blaster.
Notables include 45.1% Defence to S/L, plus 35% Global +Recharge and 56% Global +Accuracy.
Currently it's just missing the Miracle Unique in Health, the three Numinas in Aid Self (has 2x Common Heal IOs and a Doctored Wounds Heal/End/Rech in there currently) and the HOs in Amplify (has 3x Common Recharge IOs there currently), and I'm not in any great rush for them. Fairly cheap for an IO build, region of 500 million.
Initially I was a little wary of just how well S/L Defence would protect me from PBAoE/AoE attacks, but it seems that the majority of them have a S or L component. Vengenced Nemesis and the Preatorian robots are about the only thing that give him any trouble, and he's gone toe-to-toe with all the Preatorian EBs.

As my main on Union will be lvl 50 soon i've decided to roll another one of my own comic heroes as a CoH version.
The problem was finding the right AT. For making your imagination easier he is like Iron Man in most concepts (actually more powerful than him ^^) tough, has long range blasts and high strength. So as high damage more good to represent his power i decided to go for a blaster. The problem is; i want him to be more tougher than an avarage blaster (also many times he will be in melee). I decided to go for Defense, Blasters low hit points don't go well with resistance or +regen and extra hit points won't help him to survive much longer.
So here is my planned build (which can be [censored] as i am not good with numbers), if you help with the build and making him tougher than normal i will be very happy.

Hmmm some points i must explain i guess,
Most slottings are for +recharge, + def and + acc bonusses.
I choose Body Armor for being an auto power which means no additional end. cost. Even it is +res armor it accepts +3 def/res proc which is good.
Acrobatics maybe a good choice for resisting KB and Hold but instead of having one useless power in build i picked Hover for extra def (if they didn't change it also a bit KB protection) and Tactics for extra +hit buff. Vengeance is just a bonus for team. (Heh as a blaster i will be most reliable vengeance candidate tho)
