TF Drops
I'm rather certain you get one at the cap of the TF/SF/Trial. This way, it doesn't "punish" level 50s who want to try and get lower recipes.

Not right, the TF recipe pool is dependant of your level, so if you're level 50 and do any TF you'll get always a 50 recipe at the end, same with the recipes that you can get when completing a mission.
Note that trials works different, in this case you'll get one of the exemplar level.

"The level of a dropped pool C recipe is dependent on the level of the character claiming the reward. For example, if a level 42 character completes a task force and claims a recipe as a reward, the level of the recipe dropped will be 42."

AFAIK:
You'll get a TF recipe (Pool C iirc) based upon your level (possibly modified by reputation).
But:
Some IO sets have a maximum level below 50 and if the recipe chosen has a maximum below that which you'd usually receive then you only receive the maximum level.
Reputations above the easiest add effective levels to the recipe received.
e.g. Cacophony is a TF recipe set (pool C iirc) but is only available at levels 10-30. Any character completing a TF and randomly getting a recipe from Cacophony would receive a level 30 recipe if:
* They are level 30+ on the easiest 2 reps (heroic/tenacious in CoH, villainous/malicious in CoV )
* They are level 29+ on the next 2 reps (rugged/unyielding, vicious/ruthless - modify +1 level)
* They are level 28+ on the hardest rep (invincible, relentless - both modify +2 levels)

There's also the fact to consider that with some TF's the level of the last mission is actually one level lower than the cap for the TF. So a L50 character doing such a TF on heroic/villainous would receive a L49 recipe.
So, would that mean a lvl 50 toon doing Numina may get a Miracle +Recovery recipe (which caps at 40)?

Yeah exacty. In fact I got some doing lower SF's with my 50's.

When you complete a TF, you get a rare recipe drop (Pool D is it?)
What im not clear bout is level.
Sy you are level 50 and complete, for sake of argument, Numina (you are exemeped to level 40). DO you get a drop of level 50 pool or level 40 pool?
E.g. IN such a circumstance, could you get a Miracle: +Recovery drop (max level 40 AFAIK?)
