In the PvE game I always prefer TP on stormies rather than Fly as its great with Hurricane, you can insta-move and repel enemies in a certain direction rather than trying to run about with it on.

I'm not going to suggest a build. I believe everyone plays differently, and trial and error with a little advice, is usually the best way for a player to find the best build combination for their playstyle

Heya Carni.
While teleport is way cool with storm for the most part, and something everyone should try, I'm going to disagree in this case.
There's some neat tricks with hover and hurricane that allow you to do KD on enemies rather than KB. At the very least, it gives you a more controllable kb effect.
Given that storm/sonic has two kb cones that double as soft control, you likely won't want the mobs flying in fifty different directions by tping into the middle of them with hurricane.
Fly is likely not the wrong choice here as it gives you more control over where mobs get kb'd to.
Personally I'd have loved to have been able to take hover and Superjump with this combo, but there are zero ways of doing it without effectively wasting a power slot. 
Yes, this is yet another slightly obscure combo I've tried.

To OP I'd suggest swapping Amplify into the lvl30 slot and moving everything else down a slot, by the sound of it you plan on using Tornado for damage, which in PvP you will want to slot for accuracy, taking it at 30 would only allow one slot. Amplify while really useful admittedly on a defender is not as great as on a blaster and will be less useful (IMO) so taking later and only allowing 1 slot won't be a serious issue.
I also would prefer TP on this build as you can then TP Foe and KB them into corners where there is no resistance or escape... (Thinking about an old (or current don't know now) tactic of Tainted Greek's in Warburg.)
How is the toon going? I thought of giving this combo a try. I've got over 100 levels of storm experience but on troller side. I don't consider myself an expert whatsoever.
I'd like to see a "pro" stormy sometime so I could see its potential.

Always have sounds on, never have in game music. That said the only sounds I cant stand is peace bringers, the rest at a lower level dont disrupt music too much

Hey all, I rolled a new toon after retiring my main, wanted something fun to level in pve and still be fun at Sirens pvp... so this is my power choices and I wanted some constructive advice please... Also added my reasons for choices to show why i picked what I have.
1 GALE - great ranging power when mixed with hurricane, keep those villains at bay.
1 SHRIEK - no choice here but the fast recharge means stacked -res??? doesnt it?
2 SNOWSTORM - Love this power, the slow is great for limiting the amout ppl hit back.
4 SCREAM - Chose this over howl for dmg + range reasons... thinking pvp here.
6 SWIFT - So i can further slot Fly
8 STEAMYMIST - Must have for stacked stealth, that and my IO tyvm
10 HOVER - Save's end when attacking from above, + SnwStrm has -fly already.
12 FREEZINGRAIN - the -res stacks, and its got good slow, and will unhide stalkers, perfect.
14 FLY - Not pvp power really, but I like Stormy's to fly, thematically chosen.
16 SHOUT - Main attack power. self explanitory.
18 HEALTH - Route to stamina, good for holding my 3 procs +regen+recov+regen/recov
20 STAMINA - Ima storm, never consider going without it
22 STIMULATE - Route to Aid self... not going to slot.
24 AMPLIFY - Sonic version of Aim, and my hopes are pinned on it to do some damage
26 AIDSELF - Must have in a set with no heal
28 HURRICANE - The reson for taking storm? Amazing, this power saved me more that once
30 TORNADO - Never used this before, but its thematically nice and supposed to be good for pvp? Its fits in SC too cause ima defender and not a troller. Worth a shot.
