well what kinda build do you want really?
pvp or pve, lvl up build or 50, IOs?
from what u put up it needs alot of improvemnt, esp on the slotting. Hoarfrost should have rech and heals, not res.shouldnt get permafrost imo, only has fire/cold res and ice already hits cold res cap and the fire res isnt really needed.
frozen armor should have 1-2 end redux. would recomend putting taunt in Chilling Embrace if this is a pve toon.

If it's levelling up, you'll no doubt want to work towards stamina for lvl 20.
also, 1 slot on SJ, but 3 on Swift :S...please reverse those, you're never going to need any more than 1 slot on swift, unless for concept, perhaps. 4 slots on Combat Jumping is also unnecessary, use the extra slot to end reduse more costly powers, as the cost on CJ is *Much* lower than most of your primary powers.
How come you're taking the fighting pool so late? Running out of ideas? I'd recommend either planning that in carefully, or respec it in at a later point. You need to think carefully on what powers will benefit from the slots, so far, as 5 are wasted over CJ and Swift, if you ask me
I don't have energy punch on my build, you could take Punch or Kick or AS early on to extend your attacks at lower levels. After you get Energy Transfer (35) and Total Focus (38) you should have plenty of attacks though.
You should put more slots in Bone Smasher though, make this your main attack until you get ET.
Wet Ice doesn't need 3 endrecs, Combat Jumping doesn't need 2. Tough and Weave, however, will need 3.
Slotting CJ for +def is a waste of time.
Hoarfrost needs 3 redrec and 3 heal.
Permafrost is rubbish. It's only use is as somewhere to put res set globals, but since you have Tough I would leave it out of your build. Certainly don't slot it with 4 +res IOs.
There are several possible slottings for Energy Absorption, but it should be 6 slotted.
You appear to have forgotten Hasten. I can only put this down as some kind of mental aberration.
