New player having trouble...
The only problem you'll face with SR is that you will dodge most attacks, however when you do get hit you take the full force of it.
On my SR toon i didnt really feel powerfull until the later levels when you can start to slot the powers more effective.
Basically lower levels you will struggle on a general basis . . . . however in the higher levels after youv done some slotting, iv gone some entire missions without even taking a single hit.
Give it time and patience, i promise you that after a while you will feel unbeatable
SR = the strongest AND the weakest secondary imo, but i'ld pick a good SR over a good regen anyday of the week

For a start you have concentrated too much on defenses. The 2 attacks you have are 2 of the weakest in the set (and the 2 most people don't take). Your damage will increase massively with the addition of Follow up. The life of a SR scrapper is a gamble, they either miss or hit hard, as you progress they will miss more often, and you will be able to take powers which mitigate the damage more (like focus and shockwave)
Spin is bad? It's the only AoE in the set before Eviscerate and Shockwave, I figured it's a good skill? When it -does- hit it certainly helps me wear down the entire pack of enemies...
Swipe is cack, and Spin has too long a recharge time to make up for this lack of damage. get Slash ASAP, and you'll see your damage increase massively.

As has been pointed out you've gone way to un-offensive in your power picks for the first ten levels.
Taking Strike, Focused Fighting, Slash, Focused Senses, Spin, Follow Up and Practiced Brawler would serve you better.
You get a load of attacks to pick from and status protection from Practice Brawler. Then you get to worry about Travel powers and Stamina until 22 (I strongly recommend getting the Focus attack when you get to 18, it's a set defining power and awesome).
Why do I need Stamina?
Also, should I respec out of Spin and focus on killing targets one at a time as fast as possible?
Get Slash or Strike.
Preferably both.

The combination of three SR toggles (by 35) and the fast attack rate of Claws will put pressure on your Endurance recovery. Unless you invest alot in invention sets and unique +Recovery IOs I would recommend getting Stamina. Also if you intend to take Focused Accuracy from the Body Mastery pool, then Stamina is a must.
Personally I wouldn't drop Spin, it's too useful for dealing with groups of minions, you don't have to treat it as a slotting priority just yet, but you're almost always going to be outnumbered so it not a power to ignore.
Alright, thanks. Also, do I need Practiced Brawler if I get Acrobatics? I heard it makes you pretty much immune to Knockback, not sure how much the Hold resistance is, though...
Practice Brawler is provides more than sufficient status protection vs Knockback, Disorient, Hold, Sleep, and Immobilization (it's perma once you have 2 recharge SOs in it). You don't need to bother with Acrobatics, only /Dark Armour needs supplementing with knockback protection.

SOs = Single Origin Enhancements.
You'll also find TOs (Training Enhancements as sold by Longbow vendors) and DOs (Dual Origin enhancements) as sold in stores in level 10+ zones (Steel Canyon, Skyway etc).
SOs become useable at level 22 and are the most effective enhancements you can buy from stores. They are specific to the origins you had to choose from when creating your hero, the decription on the SO and the border will tell you which. So, for example a Science origin hero cannot use Magic SOs.

I'm going to ding 20 in less than half a level. Acrobatics will become available to me, but I also don't have Practiced Brawler yet. I was actually planning on taking Acrobatics. Should I take Practiced Brawler instead? And is Acrobatics useless to me, then?
Definitely definitely take Practiced Brawler. It provides plenty of knockback protection and it's hold protection is far superior to that in Acrobatics (which only provides protection against one hold). PB also gives you sleep, stun and immobilise protection, which aren't covered by Acrobatics.
Also, an update... I'm doing much better now. I picked up Follow Up and Focus. My killing speed went from poor to quite fast, assuming I don't get a streak of misses (which, granted, happens every now and then).
I've got a few more questions if all you nice and helpful people aren't sick of me yet. :P
1) How come Focus sometimes just knocks the enemy down on the ground, but other times it knocks them back several feet?
2) Since I'm a complete newb, can anyone tell me how I -should- be slotting my powers? I'm so newbish that I only today discovered I can put more than one of the same type of enhancement into a power, thanks to Steampunk who mentioned 2 Recharges in Practiced Brawler.
3) Is it worth putting a lot of Recharges into Follow Up? I was in a team with a Rad/ Defender and got Accelerate Metabolism. I could use Follow Up before the buff wore off, and I noticed it seems to stack with itself? If it isn't worth it, how should I slot it? If possible, I'd like to keep the buff permanently on, at least.

Quite a few mobs have KB resistance. Some are extra-vunerable (like clockwork).

As a rule of thumb, at low levels focus on slotting accuracy into your attacks.

Would 6 Recharges be a little overkill? It takes ToHit Buff as well, those worth using?
What do other people usually slot in Follow Up?
In general its not worth slotting more than 3 of the same enhancement type into the a power once you get to SO level (25+) as the benefit you receive tails off quite a bit. I think my scrapper slotted 2 Acc/2 Recharge/2 Dmg before I started using set IOs. Others may have used alternative slotting.

Six of any single type of enhancement is overkill. there's a little thing called Enhancement Diversification (ED) that causes a significant level of diminishing returns on slotting enhancements. Basically in makes slotting more than three of the same type of enhancement (damage, accuracy, defence, etc.) a waste as the 4th one only gives a small fraction of its full effect.
Most attacks these days are slotted something like 1-2 Accuracy, 3 Damage, with maybe a recharge or endurance reduction if needed. Most Claws attack seem to work well with just 2 Accuracy and 3 Damage slotted.
I find Follow Up seems to work ok with 2 accuracy, 2 recharge and 2 To Hit Buff enhancements. Of course you could replace the To Hit Buffs with Damage if you prefer some extra bite. 2 Recharge SOs will make the power stackable.
SRs benefit from quickness. Its is not just a buff to run speed and a resistance to slow you get a recharge buff.
Regens benefit from quick recovery it buffs endurance.
So when slotting attacks a claws/SR maybe 2 acc 3 dam and 1 end where as claws regen maybe a 2 acc 3 dam 1 recharge and then be similar during a fight duration.
An ideal claws single target attack chain iirc is something like:
1) Follow up
2) Strike
3) Slash
4) Focus
The total time for that attack chain 5.66 and making it repeatable should be easily and best achieved with IOs later. Whilst SO'd some people have air sup in there which is wicked and 100% advised by me. Even when you get IOs later it maybe staple for its knockdown.
Swipe is a dps power for low repeatable DoT which naturally can keep people attacking on low end in the early levels. Many people respec it out later if its taken.
Follow up is noticeably more beneficial looking in the lower levels than later as it buffs base damage and not base damage plus enhancement buffs. The tohit is small and during its use I like to make it not lower dps and so avoid slotting tohit buffs once 2 acc slotted in single target attacks.
Spin, Eviscerate and Shockwave aren't for single targets as they are AoEs. Using them on a single target is wasting endurance unless you have more than 1 end reduction which is unadvised by me. On more than 1 target though you will be saving endurance using spin or shockwave than strike or follow up, Eviscerate on 2 remaining targets saves more endurance than anything else. The more dam per end you do the less end you need to use. I rather 1-2 acc 3 dam 1-2 rechg them and avoid using them on a single target.
Spin and Shockwave hit 10 don't bother on less than 2. Eviscerate can hit 5 but don't bother on less than 2 who are in a fairly straight queue in front of you.
As a claws/SR myself I swear by aid self.

This is something I have to disagree with, while it is theoretically efficient, it's also practically neglectful of what will be your most potent attack.
Evicerate is the largest chunk of damage a Claws Scrapper can hit a target with and it has a higher chance of causing a critical hit than any other Claws attack.
As for single target attack chains I find:
Focus > Slash > Follow Up > Strike > Focus
seems to work well. You get to keep most foes on their back this way and that reduces their ability to hit back.

Oh yes, hit hard, hit fast, "kill" quick.
A draw out fight is the worst thing for an /SR scrapper to face (it gives more time for the enemy to hit you in), don't hold back on using an attack just because the situation is not "ideal", go hell for leather an shred that villain.
I'm having trouble soloing on my Claws/Super Reflexes scrapper. He's level 11 at the moment. I have Swipe, Spin, Focused Fighting, Focused Senses, Agile, Combat Jumping, Hurdle.
I don't know, the character just feels... weak, compared to a Invulnerability/Battleaxe tanker I randomly started. One on one, I take forever to kill anything stronger than a Minion - even worse if it's higher level than me. My tanker kills things in two to three hits, liutenants take a little longer but spend most of their time lying down from the knockdown. Large packs of weaker mobs are slightly better... I tend to dodge most of the bullets and the like, but then something bops me over the head with a sledgehammer for 50-60 damage and I lose roughly one fourth to one third of my health. I feel horribly squishy.
I probably should have taken Strike as my first attack skill, Swipe does almost no damage.
Combat Jumping helps me avoid death by leaping to safety when my health hits red, at least...
Swipe misses all the time. I have a 10++ Accuracy Enhancement in it. Though, I've heard attacks have a higher miss chance in CoX than most MMORPGs anyway.
The event that made me create this thread was when I got a Safeguard mission from Kings Row. I had to stop a bank robbery. I had done this same mission with a lower level character (around 8 or lower, forgot) - the same Invul/Baxe Tanker I mentioned above - the day before without any trouble. On my Scrapper, who was level 11 at the time, I just got butchered by the villain and a Skull with a sledgehammer. It took me way too long to even kill the first mobs - I got a "The robbers are getting away" message, which I hadn't gotten on the Tanker. After I got revived, I got a message to foil the escape, with the map pointing me to the robbers' getaway truck. However, as I had no idea where the robbers themselves were, I was just horribly confused and ran around looking for them. I eventually ran back to the bank and tried going inside. Upon doing this I was kicked out back to Kings Row with a "Mission Failed" message.
I don't want to reroll a different character. I made him based on concept, Claws/Super Reflexes go with the feline theme I had in mind for him. I have faith he'll be less horrible in higher levels or when I finally learn to play him right.
Can anyone tell me what I could be doing wrong? Ask me questions, give me tips, anything. I can't figure it out. I thought Scrappers were supposed to be the best solo AT and melee damage AT, yet my Tanker outdamages and outsurvives him at a much lower level.
