I can't see how there can be any other solution (short of petitioning and hoping the devs change the base mechanics 
); the Pillar is a control aux item, the Oversight Centre doesn't allow aux items, so you'll need to buy a "real" control room to be able to add a Pillar. 
It may not need too much farming though; it took me a few months to add real power and control rooms (and the power/control units in them!) with a small SG (8 members, mainly my alts, most earned Prest from leveling 2 toons into the 30s). And as you get Prest through regular gameplay it's only borderline "farming" in the first place. 
Another quick way of getting Prest is to pad the group up to the 15 limit; following the recent activation of a sidekick account (*cough*for yesterday's bonus*cough*) I have a few "spare" toons I won't be playing. Could move some of these over to your SG if you wanted.
Edit: If it's more a matter of floor area than Prest, can you squeeze the 1x4 control room in anywhere? More expensive than the 2x2, but better for taking up fiddly little corners of the plot.

as for the problem witht eh fire and ice i new it being an aux item would flag up problems anyway but beleve it or not after some faffing about witht he editer over the past couple of hours i have manaed to fit a second control room into the base to hld the pillar just not clear on if we will be able to use it whileits un attached but i will figure that one out later atleast for the moment i know it can be made to fit its just the editer being a complete pain in the back end as alweays altho i still have to admit its still not the worst editer of this kind i have used

I've slapped down a second control room and put in a
Pilar of Fire and Ice.
It's all there is in the room (apart from 4 stairs) and it's operational.
Fire burning and mission giving.

[/ QUOTE ]Actually the oversight centre is a control room BUT the combo unit is a STARTUP item not a control object. You can put a control room in as well even if it's just for the Pillar.
I have a group that has its control room as well as an oversight centre so I know it is possible.

I have the smallest base as I don't play enough to earn sufficient prestige to pay rent but my SG only has mine and a mates alts in it. We managed (finally) to ditch the oversight centre and get a separate Contorl Room and Energy Room which solved the problem.
That being said it took us about 6 months of play to get there and finally last night after our Prestige Bonus I was finally able to afford a SuperComputer! (Albeit I had to sell pretty much everything else including my Granny)

while tweeking the base for the them sg im a member of (twised helix) i found something intertestin that may have been over looked but the basic base you can do for smaller or solo one man bases cant actuly place the pillar of ice and fire
our base is a slightly tweeked basic design to give us as much use out of it as possible but we have an oversigt room to give us power and control from the combi boiler i mean genny thing a infirmery so we can place insp storage and two workshops one for a vauilt the other to hold the empowerment station the main oversight room also holds an enhancement bin.
