That looks like either Proc damage or a big damage enhancement you could slot to any type of power..

I doubt it's a +Dam(Base) because that'd screw with enhancement modifiers, surely. More than likely it's just a big Damage buff higher than 40% odd with some decent set bonus'. So instead of getting 100dam/80acc/40end/40rech you could maybe get 110dam/95acc/60end/60rech.
Wouldn't mind seeing what it would do to a stalkers Assasin strike 
Overall, not much given it would need to raise damage caps to have any large effects. Raising the base damage would be similar atm to having perma *insert damage buff effect here*.
The question is, what do I have to grind to get those? Mob drops or something more tedious?

Im not sure what to think of this. If its just normal damage buff, then it would be affected by ED.
One another thought occurred to me.. Could it be slottable only in powers that do 'superior' damage? Maybe the name would mean that?

No, I believe you can just go under a tree in the game, open your hand and one recipe drops down.

We dont know yet how much the set bonus on these babies will be.Without being certain i am roughly guessing and speculating that the new purple recipes might allow a few actual PRE ED figures.If there is a new +recharge unique we might even see perma elude and perma hasten easily attained.Regarding damage i dont think they will raise the base damage but the damage buff percentage coming with the set bonus might be pretty significant.
If you ask me, that IO would be a superior damage proc, apretty scary but random thing in its own right, but what its set bonuses will be is anyones guess. Also I doubt the crafting pricetag is real, it looks like something outta a special test event. Normal common IO crafting prices at lvl 50 cost lot more than that.

Not really that scary, to be honest.
Current damage procs aren't that awesome.
If these are damage procs i wont be considering to slot any of these for PvP.Damage procs in PvP suck so much is not even funny.
