With Hasten on (70%) Domination recharges if set bonus recharge is
50% - 90,91 seconds
60% - 86.96 seconds
70% - 83.33 seconds
Of course you won't have perma Hasten with those numbers, the trick is to get Hasten recharged before Domination clicky ends.
Let's say that we have 65% recharge set bonuses from the sets, which means Hasten will recharge in 173.1 seconds without having Hasten's 70% recharge bonus into account, because I don't know the exact mechanics of the "jump" when it crashes. Otherwise it'd be 136.3636.. seconds.
During 120 seconds, we'll have the first Domination drop at 90, but the second Domination activates at 85.1st second.
When Hasten drops at 120, the third Domination is fully recharging in 86.3 seconds, while the second Domination has 55.1 seconds left on its duration.
31.2 second downtime between these two, but there is another thing.
Hasten has recharged 2 seconds before the second Domination has ended, resulting in Domination fully recharging 12 seconds later the second Domination has ended.
180 or so seconds up, 12 or so seconds down. That's with 65% recharge bonuses. Of course you'd have to build it up again but in big teams and/or PvP it has built up in that time if you're fast.
A change from 65% set bonuses to 75% set bonuses makes Domination without Hasten recharge in 114.3 seconds instead of 121.2 seconds. Every little bit of +recharge helps.
(If someone knows how the "jump" mechanic skews the numbers, let me know)
its quite easy to achieve in exfess of 100% with the right stuff. Dom's dont necessarily have the right stuff due to lack of naturally getting defence sets.

There ya go however, Practically Perma-Hasten (bout a second out) and Perma-Domination but you really should never run outa domination, thats the important thing.
Decide for yourself if its worth it, this is just to show achieving what you wanted of course, not effective slotting.
So basicly from i can see from this is the only way to get this is to pick the flying and stealth pools because of the totally imba luck of the gambler.
I actually had more recharge then that build in mine before luck of the gambler.
Most ppl that pvp would go for leaping and speed pool though (superspeed and acrobatics)
Edit: But thanks for the tip if luck of the gambler truly gives that amount of racharge for just slotting 1 in it.
there is some flaws along the way in mids hero builder.
I was actually able to get it to 79% recharge without really sacrificing anything for pvp and then i noticed it doesn't count some of the bonuses in totals.
Take like mass hynosis and put in call of the sandmand which should give 6.25% vs 2.5% you got. For some reason it doesn't add it to totals.
Ok either i'm not getting this or mids hero builder is refucing to add bonuses.
When i put Decimation in ice bolt it adds the 6.25% but when i put decimation in Ice blast it doesn't.
What am i doing wrong?
think i might have gotten it now.
It seems when i put the same set in similar skills like ice bolt/ice blast and mezz/mass hypnosis it doesn't count the bonus for one.
Dunno if this is how it works as i'm still quite new to the game.
I just wanted all the info and tips as i like to have my things in order when i hit max lvl
Edit: hmm didn't seem to be the case either as i still don't get bonuses from call of the sandman in mass hypnosis and i put decimation in single mezz.
Ok so i messed around with it a bit more and came up with this.
Things i could notice myself and as for questions is:
Is there enough acc in my attacks or do i need to slot a single IO in the 6th slot?
will the 89% get me permadom?
and last is there enough regen in this build?
This is for pvp only Mostly arena, solo and dou hunting.

Well it is a Dom! I kid, I kid.
Firstly, you have no Stamina, or Power Sink (seeing as you chose the Mu Mastery pool). Using Telekinesis will drain your endurance incredibly quickly even with Stamina, so in your case you'll find the endurance drain especially bad.
Also, Decimation: Chance for Build Up is a unique IO and you can't have more than one. As such your current build is impossible.

Wierd normally mids hero builder warn if you can't have more then one. Guess i can remove 1 slot in ice bolt.
And yeah stupid me not taking power sink. I was lazy reading and thought it drained fom dead bodies like many other skills in this game.
Found it hard to fit stamina into it and still get over 85% recharge i'll try again
But what about stuff like acc and so, is it high enough?
Basicly if possible i'm looking for a mind/ice build that has over 85% recharge and with the following:
Ice blast
bitter ice blast
greater ice sword.
mez
dominate
stamina (would prefer 3 slot hurdle)
acrobatics (would prefer 3 slot combat jumping)
levitate
and last the best from mu matery as i found charged armor most appealing.

Hello there.
I'm playing a mind/ice Dominator speeding towards lvl 50 with ease and money looking good.
So i was messing around with mids hero designer to check if i could build a perma dom build and see how much to sacrifice and it came to me.
How much % do you need to get domantion recharged before it runs out?
If possible could i get numbers with and without haste 3 slotted with recharge as i'm not sure hasten will be up each time as well.
I was able to get 51.3% recharge on all skills using mids hero designer.
I've heard people mentioning 70% recharge from set bonus and i was like "huh?" and got me thinking if there are some new uber IO sets out there that's not included in mids here designer.
