Currently I'm nearing 50 on my spines/SR scrapper and have had a nice journey here so far. I'm nearly lvl 47 now and that's when I'm going to respec into my 'final' (more or less) build.
I have 2 options of a build currently... But before that I'll clarify a few things.

[1] It's currently meant for PvE. That's why there is no focused accuracy.
[2] I have no intents on getting IOs (apart from the basic IOs) for this build. I'm IOing another toon currently so all my inf is focused there.

A few questions for more experienced SR players:

[1] Is it possible to perform well without a 'proper' travel power? As in playing with swift (2x runspeed), quickness (2x runspeed), sprint (2x runspeed), hurdle (1x jump) and CJ (1x jump).
Dropping SJ would allow me to get FA in the build.
[2] Getting FA into the build... I know it is a useful power (already having 2 lvl 50 scrappers with it) but will it kill my end bar, running 3x SR toggles, quills and FA? Also, where should I take the slots to get good effect off of it?

Having played a travel powerless spines/SR scrapper to 50 you can most definitley get away without a "proper" travel power. Some zones can be a pain in the butt - Skyway being one notable example - but it is worth trying.

If you don't like it, well thats what respecs are for.

For me, the lack of a travel power makes it much too slow to get to missions

I dont find being travel powerless as a SR scrapper bad at all. I spent a couple of mil on some IOs and I'm actually running 72fps without travel powers, which IMO is quite nice. Especially considering it's unsuppressed movement!

I had same idea for a DM/SR scrapper, however, I found out that the extra speed was annoying inside mishes, and it was awful when SB'd, so I took a respec and got the travel power back in. That of course doesn't mean that everybody is as clumsy as me, but may be annoying, speacially on certain maps.
Probably, the combo hurdle/Combat jumping/sprint is faster for travelling with the appropriate sets and easier to handle inside mission maps so I'd recommend to redistribute the slots as follows: swift: 3xjump, Sprint: 3xUnbouned Leap and then Combat jumping with either 3 slots for the other jumping (cant remember now the name) set or maybe with just 1 jump on the base slot, I'd leave both quickness and swift with a runspeed on base slot.

For FA, I always slot it with 3 Cytoskeleton Exposure HO's which is like slotting with 3endrdx + 3ToHitBuff. The defbuff of the HO has no effect here, but hey ho, you save 3 slots and have same effect.

id say add an extra acc on ur powers, but thats just me, if ur gonna go for fa its not needed for pve.
and as for running 3 toggles with quils and fa isnt that end heavy as u think, my spine/sr is 50 (IO build) and has no end problems what so ever. Only time i seem to have a problem with my end is when im exemped to 38 for wb since i dont have stamina there (again IOs provide me with lots of end)
as for no travel power .. i played my spine/sr from 1-47 without a travel, 3 slotted sprint quickness and swift. speced in sj just for pvp so i have some vertical
if ur 2 slotting sprint quick and swift id suggest putting 2 run in elude as well, if u hit elude u will reach speed cap, ive checked the numbers on mids for my scrapper :P

This is very doable - I play a elec/elec brute who has Lightning Reflexes, Swift and Sprint heavily slotted. I ended up getting a travel power because I found walls and trenches a pain, but it was definately possible. I still have them heavily slotted since I love the speed in missions, and an unsurpressed travel power makes everyone very very envious of you.

Just one word or warning - if you are speed boosted on a cave missions you may as well give up trying to navigate.

Well the first commen is that assuming you use even level SOs slotting the optimal speed is 70.05 fps (by 3 slotting Swift, Quickness and Sprint) at level 50.

Swift (2xRunSpd), Quickness (3xRunSpd), Sprint (1xRunSpd) as you have done will give you

a run speed without sprint of 61.47fps
a run speed without sprint of 47.51fps

Now if you keep the same number of slots (6 slots), but swap it to

Swift (2xRunSpd), Quickness (3xRunSpd), Sprint (1xRunSpd) this will give you

a run speed without sprint of 63.41fps
a run speed without sprint of 42.98fps

Since I always run with Sprint on, I would go with the second option. In addition it allows you a higer degree of control if someone does speed boost you (you can turn off sprint).

I've actually slotted

Swift (3xRunSpd), Lightning Reflexes (1xRunSpd), Sprint (1xRunSpd) which gives me

a run speed without sprint of 60.99fps
a run speed without sprint of 41.58fps

However I've then slotted two Aegis Enchancements in each of my Resistences giving we a +20% run speed. Unfortunately this isn't an option for you since you are Defence based, but I would still recommend looking at slotting Kinetic Combat in attacks. This IO set only goes to level 35, but at 35th level in addition to the 5% speed bost gives 22% Acc, 85% Damage, 41% End, 41% Rechange and a chance at Knockdown. Slot an Accuracy IO with it and even at 50th level its reasonable slotting. Alternatively you might consider focussed smite (which gives a 3% run speed bonus). Thunderstrike in your ranged attacks would help too.

Well currently I got quickness, sprint and swift all slotted for 2x runspeed IOs and it gives me a nice mobility. I also got hurdle and the speed doesnt seem bad at all. I'm also looking to put gift of the ancients: +7.5% runspeed on my passives and maybe on 2 of the toggles as well.
