Fire/Force Field Advice..
For FF side you need only 4 powers, one(Personal Force Field) is already forced on you. Take 3 defense bubbles; Deflection Shield, Insulation Shield and Dispersion Bubble. and you are ready to go. Also for little extra control you can take Force Bolt, a quick recharging attack with good KB. Detention Field is a phase power, most players find phase powers annoying. Repulsion Bubble and Repulsion Bomb kinda useless and Repulsion Bubble is an end killer. I never used Force Bubble but from the description of it, it looks like it can be a life saver in some situations.
I was planning to do one but later i came up with the name of Bubble Pop Electric (okay i was listening that song) and make it a defender again.

That's a fairly rare combo Or at least I haven't seen any in the past few months.
Force Field:
- Deflection and Insulation Shields
- Dispersion Bubble
- Force Bubble (Good for both PvE and PvP)
- Detention Field (Great value in PvP)
From Fire Control I'd say the must haves are Char, Flashfire and Imps. Bonfire is quite handy too. Cinders is ok, but Flashfire is way better. Ring of Fire can be considered a must since it will be pretty much your main attack 'til L32.
Fire Cages + Hotfeet is a nice combo, but I'm not sure if it will work that well on a bubbler. It rocks when paired with Radiation tho.

Although rare, its really nice for pvp, i love mine at least
For pve i got fitness, speed, leaping and medicine pools, pff, dispersion bubble and the 2 st buffers from ff and everything from fire but ring of fire and hot feet (for not having an uninterruptable heal and its end demands)

I've got everything from Fire bar Bonfire, all 6-slotted (except Smoke, which only has 3 slots, IIRC).
I've got PFF, Force Bolt, Defelction Shield, Insulation Shield, Dispersion Bubble, and Force Bubble, at most 4 slotted (1 end cost, 3 def buffs in DS, IS and Dispersion)
And as far as pools go, I've got Flight (including Group Fly) Fitness and Aid other.
However, that's what I've got (at level 50). You build your toon how you want.
I love ring of fire, and it's for a couple of reasons. the main one is AV's. Specifically, Diabolique. The next time you're struggling with Diabolique and you didn't take the ST immobilise, then slap yourself when she takes off at Mach 3 across the map, aggroing everything and its cousin on you.
(OK a slight exaggeration, but the ability to stack lots of immobilise on a target rapidly is a strong point, especially later on when you start regularly encountering immob resistant opponents, like DE Boulders, Council Warwolves etc. Oh, and ring of fire has a pretty hefty Knockback resistance built into it too, which can help keep rad/dark/storm anchors where they're supposed to be rather than being scattered to the 4 winds by whatever KB happy loon you're teamed with at the time. )
Stamina's a must IMO, mainly because Fire can be such an end heavy primary. After that, take whatever travel power you want and whatever else you feel like when you're at the trainer perusing your options. Building my toons that way hasn't led to any major disasters yet...
