Because everyone will cheat and have full HOs which is stupid some ppl (not me) wont have HOs so its not fair we slaughter them all night

I aint gunna sit here and debate the ethics of cheating its just my PoV
What? If I'm full HO and I fight someone with no HO, it's not a "fair fight". All that means is I've had 100 more hours to spend in PVE.
At least, Test can let "cheaters" even the playing field, if they want to.
For me, the biggest two plusses for having this on Test are a) to have my own 50 respecced to a viable Arena build without losing the nice zonal/pve build I have going for it on the live and b) having the ability to create a lv 11 pvp character without deleting my nice bs/dark scrapper on union as my character slots are full.
My lv 50 will have multiple HOs in his main powers no matter if it's on Union or Test, but would be nice to pick a bit different power-combos for Arena than I have now. And after spending a couple of nights leveling up a new character on test, would be a bit disapointing not having the possibility to play it.

So if everyone will cheat and have HOs but some people won't, are those people not everyone?
Some people have HOs, others don't. I suspect that lag will claim some and it will all turn into a matter of luck anyway...
If I attend at all, it will be with a fresh toon created specifically for this event... if somebody wants to waste their time copying over HOs so they can win a competition with (what, 2 mill inf?) their time is obviously worth a lot less than mine...

HOs or not I think test is probably the best and as long as German and French servers know some English so I can say whats going on (I'm pants and languages) I say the more the merrier

HO's are not as overpowered as people think, though you would be at a disadvantage at L44 if we fought at 50 (which you may not).
Besides, it's not hard to beat a HO'd out player if they're bad. And you won't beat the really good ones even if they had NO Hami-O's.

I couldnt care less if someone has bothered to copy Hos over or not. They cant have other types of HOs they have on live anyway. I just want this on test so we can play against and with the unionites.
Bad player with full HOs will still be a bad player

If it's to balance out APPs and PPPs, you're already one weight too high - any particular reason for this weighting, or is it just for variety?
