It works well in PVP and is still decent in PVE, the only good PVE power you're missing is EMP pulse, which you can take instead of the snipe if you really like it.

Take Mental Blast out of your tray and never use it, ever. You don't need it, and it plain sucks.
Your main attack chain should be Subdue, TK Blast and Will Domination. This chain is actually really fast compared to the rest of the set, and does a fair bit of damage as well. However, you should NOT use it until you have RI, EF and PBU'd LR on a target. Once you've hit that chain, Total Focusing them will normally grab you a kill.
EM Pulse is the wildcard in this build, if you can think of something more important to put in then go ahead. It's just nice to have a hold to fire, just in case.
Assault and Tactics are only there to see through opponents who are trying to use invis to drop your rad debuffs. They use up too much end to run all the time, and with the defence debuffs in RI you don't really need the +tohit in Tactics. If you think it's needed, you could even take the 3 tohits out and put them somewhere else.
Don't bother with the snipe. Lots of people think it's incredible, but snipes absolutely suck in PvP unless you can get the drop on someone. Since you'll be getting the drop on someone by slapping RI on them, you don't need the snipe.
Swift and Hurdle are slotted to give you more unsupressed movement. Since you're pretty squishy as a defender, you need to be able to move away from nasty scrappers and blasters when they pop Aim or Build Up.
Basically, rad/psi is a 1vs1 machine. With a little practice, you should be able to beat most other guys.
Listen to Lecxe or Xant. They give very good advice.

In the arena, a granite will never be out of range of your Subdue -> TK Blast -> Will domination chain, which takes less time to fire than the snipe and does more damage. Snipes are pretty much redundant in PvP apart from in very select cases.
The snipe helps for spiking, and it's almost as good dmg as TF (because defenders have a lower mod for melee) with extreme range. It helps when you're dueling spines, other rads, /cold, ice, etc (you can't chain the big three with so much -rech) Good to hit people running away too, if you're grounded with a -jump while your opponent flees.
It's definitely a "YMMV" power, and it'd be the one I'd drop if I wanted something else.

Animation is faster, but now you have a "pause" after it which is equivalent to the old animation time. A 2,4s animation for that kind of damage still makes it a bad power for PvP (especially when you already can chain Subdue, TK blast, WD), although it's better for pve now.

Hi all, im planning on making a new Defender and have choosen Rad/Psi, I will be PvP'n mostly but still PvE'in alot.
I just need build advice, like what travel power, what are good powers to take/what are not and maybe a good build you have/know of etc.
