I had to use other sites as well, due to NoFuture being incomplete.. but I got my "Omega Level Clearance" so tis all good.
Tho saying about -70%/-65%, I know they upped a few recharge rates of some powers in recent issues... so maybe we don't actually know the recharge rate, overall.

i end up cross referencing herobuilder with nofuture (and then actual testing "what i can" at times) as not all if its 100% all there.

-70% Run Speed, -65% Recharge according to the Prima guide. Easy to see where the confusion comes in, since most powers that debuff both movement and recharge do so by the same amount.
