Not as close as you'd like.. but with AM/Kin backup, u can get near perma again using it... a couple of SBs/AMs and I think you get perma again while it lasts.
so how much recharge does hasten give unslotted?
-60% recharge time to all of your powers. (this effect cant be increased, only hastens own recharge can be slotted for)
What its own recharge is i cannot be arsed to calculate as it affects itself.

Is Hasten's recharge reduction effect (when activated) calculated using a powers basic slotted recharge time, or the modified recharge time (which has been altered by Quickness)?
As far as I can tell each case would result in differing figures (though not slept in a while so could be wrong) and the differance is rather significant.
This would also prove interesting to know when taking all other -recharge buffs into account
tbh, if you aint going for the SS route, hasten aint really needed imo.
my DM/SR is 50 with SJ travel pool and i've not needed hasten, quickness works fine, BUT if you got spare powers etc then great, otherwise, nah, get something shinyer
