I also got bored on slots in the 40s dont think i could have the determination to get to 50 all my char sliding round 28.
I have a storm electric and the following slotting always worked really well for me on some of my storm powers:
Freezing Rain -- 3 x Recharge, 3 x Defence Debuff
I used this power so much I just had to 3 slot for recharge, and I found the defence debuff was just v important for hitting bad guys for more orange numbers
Hurricane -- 2 x End Redux, 3 x Accuracy Debuff
If you are planning on using this power a lot (which I would recommend!) it's a good idea to slot some accuracy debuff. When the bad guys can't hit you it's really good
Lightning Storm -- 3 x Damage, 3 x Recharge
This power seems really accurate so I dont think you need any accuracy on it. I went for 3 recharge so I could be setting a second version just before the first cloud dies. But it uses a huge amount of endurance so you may want to go 3 x Damage, 2 x Recharge and 1 x End Reduc
With your secondary I would really really suggest trying to fit Tesla Cage into your build. It is sooo handy to have a hold in your attacks
Thunderous Blast is fun but... it can be quite annoying to use. As a stormy you will hopefully be running Snow Storm + Hurricane in most fights so having a blast that runs out your endurance and drops all your toggles can be a pain. I had this on my stormy but dropped it pretty quickly.
As for stimulant + aidself. I never really found I needed a self heal in my build; with hurricane, steamy mist and freezing rain I was usually able to look after myself fairly well with just a few greens if the goings got tough.
I agree with Psy mostly. You don't really need Aid Self or Stimulant but the Hold would be really useful to you.
I'd slot Snow Storm with at least 2 Slows, to floor the scattering effect of Freezing Rain. FR you could drop a Def Debuff slot and put it elsewhere if you were stuck for slots, 2 will be debuffing Def by a fair whack anyway and hitting mobs in PvE usually isn't too hard.
I'd take Short Circut instead of Thunderclap really, never liked the idea of Thunderclap. A mag 1 PBAOE disorientate, it sounds even more pants than Dark Pit. In general AOE mezzes need to be 6 slotted to get full use out of them. Otherwise I wouldn't bother. Short Circuit with 2 acc, 3 End Mod and 1 recharge if you can fit it (and maybe hasten) may be better. Or just Ball Lightning with 2 acc & 3 damage to get your AOE damage up, for synergy with Freezing Rains Resist debuff.
I've found Tornado most useful to Carni as a Mez attack with its Disorientate seeming fairly reliable. I'd slot for that instead of damage. The damage isn't that great as you can't lock the enemy in place to get the best benefit from it, they take one tick of damage and get blown away. Tornado is great fun unleashed in small rooms, with you standing at the doorway with Hurricane on (which, as Psygon says, should be maxed out to debuff accuracy).
I ended up ditching sentinel and thunderous blast. I just don't solo enough to warrant the sentinel and its single target damage just pales when you have 10 mobs in a corner all getting torn up by a lightning storm and a tornado.
Thunderous Blast is just... a nuke on an endurance and toggle heavy defender. It just didn't work for me at all.
Thunderclap is minions only and point blank. I had it for a little while but forgot it was even on my hotbar in the end.
I'd ditch the two endredux in flight and put three flight SO's in hover.
I'd follow Psygon's slotting advice for the three powers she mentioned and go with the 3dam 2rech 1end lightning storm. You might want to try freezing rain with no defence debuffs first and see how it goes. I don't have any and never have problems hitting things with the default debuff.
You can probably drop an accuracy from each attack. I only have one in each on my stormie because freezing rain's debuff persists even after the rain finishes. Rarely do I ever blast anything that hasn't been rained on already.
I'd put 3 slows SO's in snow storm because if you plan on herdicaning anything then you want it at the slow cap or it will struggle too much. Unless you're fighting +0s and +1s all the time and nothing harder then you'll want to max out the slow.

I just find gale useful in certain situations. Like when I don't have enough endurance left to run hurricane and I have a big badguy charging at me
Gale should be a must pick even for its comedic value!!

Gale is awesome. It's gigantic compared to all the other knockbacks in the game. You can relocate entire spawns with it into the nearest corner/wall where things become storm puppets.
You just need to devote slots to it like any other power. At least two accuracy SO's and possibly three if you are planning on reliably moving large, higher level spawns around without breaking them up. It has a hefty accuracy penalty.
Just how usefull is steamy mist??
Im only lvl 8 at the moment and have skipped that and gale.
Also im taking TP instead of fly (mainly for concept reasons and for ability to tp foe into freezing rain - snowstorm - some blasting in low lvl PvP)...any comments
ive got steamy mist on my level 30ish storm/elec defender for two main reasons.
1) when soloing, which Ive found I get to do pretty often because your not a 'healer', I can use it to stealth to the end boss or glowies, get the mission bonus earlier and up xp/minute (if your into that kind of thing)
2) in teams it can get the team closer to mobs before attacking letting the team pick out their targets before starting the fight. Getting clearer line of fire-zones.
And lets not forget about theres always someone in the group that runs to close, gets spotted and might start the fight before the whole team has arrived. SM is one of those powers that might prevent such things.
That said, its not doing much IN combat as defense, but dangit! its one of the few defenses you have!!

Not much in defense, no, but up to 40% +res (fully slotted) to Fire, Cold and Energy dmg for you and your team is not bad!

3 recharge in Freezing Rain would be one thing. 3 recharge and one End Red is probably the best way to go. You should have them Snowstormed anyway so the Slow in FR isn't really needed.
I don't get much use out of Zapp with my Kin/Elec, the snipe just takes too long in combat really. Ball lightning might be better to slap on the mobs trapped in your Freezing Rain. But thats a matter of preference, Ball Lightning is more likely to get you killed through aggro too.
Lightning Storm I'd slot with 3 dmg, the accuracy is pretty good anyway, you don't need to slot it. The End Drain on it isn't something thats very useful, imo.
If you're running Steamy Mist and snow Storm in any long fight you will end up gasping for breath with only one end redux on each. I would try and get 2 in each of those powers. Snow Storm ideally would be good with 2 x End Redux and 2 x Slow. On my storm/electric I have Steamy mist with 2 x End Redux and 3 x Dam Resist
Tesla Cage is so so useful I'd take it as soon as it's available, it's far more useful than Zapp (which I personally wouldn't take... just never really like snipes on defenders tbh..). As Carnifax says, Ball lighting + Freezing Rain is such a good combination it would be quite cool to have that combination in your build..
With Lightning Storm, I'd definitly not bother with the accuracy. Try 3 x Damage, 2 x Recharcge and 1 x End Redux (it costs a lot of endurance to cast so the end redux will be handy in there)
Will take tesla cage instead of zapp..and bring forward tactics.
might swap hasten and assualt aswell.
Dont fancy getting ball lightning DoTs on my blaster just bring instant death, and i want to make a more support style toon as my others are all attack based.

I recently respecced back into maneuvers and tactics and now realise that I'm going to need to start doubling up end reduxes in things like snow storm, leadership powers, steamy mist and possibly hurricane as well. One in each was fine until leadership but 4 toggles is just too much for an endurance heavy set like storm.
I might just let a scrapper die though and use vigilance to get by. I doubt anyone would complain.

I wont be running asault all the time just wanted tactics for some stalker bashing in SC so was hoping endurance wouldnt be a problem.
Just some quick comments: both Freezing Rain and Aim (although I personally wouldn't take it, especially with Tactics) should be 3-slotted with Rechgs. You can then add a Def_Debuf or EndRdx to FR if wanted. If you PvP, you're better off taking Hurdle instead of Health as the +regen is minimal for a squishy. Finally, Power Mastery without Power Build Up???

Power Build Up also gives you a +acc +dmg buff, as well as doubling all secondary effects

Remember to use PBU before Aim as it boost the accuracy buff component of Aim.

Hiya i've decided to make a storm/elec i am on union i have a storm/lec on defiant lvl 15 but i play all over union so in my build i have aid self at 28 i can handle till then i have put in thunderclap at 22 for trying it out and it looks cool I only have like 3 attacks but i can manage with debuffs and i have voltaic sentinel and lightning storm is it very good with the double lightning coming down all over the place and i hope in the high levels i can do damage very good. I am wondering what my aggro will be like with hurricane, voltaic sentinel, snow storm,lightning storm and possible freezing rain but i hope the big tanker can handle it with taunts. So here is my build.
