How to slot Howling Twilight!
It's difficult to justify spending slots on it early on as there are usually other things worth slotting first. I left it with just a recharge in the default slot for ages. If you have hasten running you may be better with an endred as it is quite heavy on End usage. If you plan on using it as an attack then a mix of endred, disorient and recharge.
I still only have two slots in mine but plan on having a few more when I can spare them (too busy slottings toggles for endred atm).

Although I've never played any of my Dark's past level 21 odd, I found that as an attack/disorient, it's best left out because as soon as you hit it, you just know that someone'll die that'd want a rez.
I'd probably go 2x Acc and leave it at that, but a Disorient may be helpfull later on as you fight higher levels.
I'm planning on getting it on my Corruptor as my level 35 power.
I was going to slot it 3xRecharge, 3xDisorient so it should ( if Hero Builder is correct ) be a 60 second disorient available every 90 seconds. I believe it is auto hit too.

It definitely is on a defender yes.
I use the default slot, bang in a recharge and that's it. Works for me and there are better places to spend slots IMO. It's a rez with a nice side effect, which is what I use it as and not as another offensive power. However, as in all things, each to his/her/it's own.

That was my 1st thoughts just slap a reachrge in the default lost and thats it. Thanks for the answers guys.
If you use it as a res and a res only, 1 recharge is probably enough.

That is all I've done with it on my /dark Mastermind (auto-hit for him too - makes it a great "panic button" for controlling a spawn quickly). Admittedly I don't need to rez people very often (used it as a rez about half a dozen times in 29 levels). I'd like to have 3-slotted it for Recharge, but there were too many other things I used more regularly that I needed slots in.
If I could six-slot it I personally would go 3x Recharge and 3x Disorient Duration too
The rez part is definately auto-hit but i was under the impression that the disorient/debuff part needed a tohit check? Really not sure as i just run with one recharge.

Pretty sure it's all autohit. It's why I use it against Nemesis as when they get stacked with vengance I have real trouble hitting them with anything else.
it is all auto-hit, it doesn't even take accuracy enhancements. i use it as an attack mainly in pvp mainly when blasters are hitting defiance level health and the damage/recharge/acc debuff is handy even if the stun is resisted by BF's etc, mines slotted 3 recharge, somethimes think it could do with some stuns but i have fearsome stare for longer term control, each to their own

As Faultline and Dark_Siren have said it is all auto-hit. The debuff part lasts a lot longer than the disorient too - you can easily tell on AV/H/GM fights because of the -regen part of the debuff (which is amazing, especially with stacked Twilight Grasp), and because the graphics for the debuff stays on the enemy for a while after the disorient effects wear off.
Like I said I'd have slotted it with extra recharges and disorients if I could, if only for when I faced Nemesis - every single Nemesis is immune to fear - they can be quite "fun" when you're used to relying on Fearsome Stare
I haven't decided whether I'll respec my L50 bot/dark for PvP or LRSF, but if I do I'll definitely be six-slotting Howling Twilight.
My dark/dark is partly built round disorientation, so she has HT 3 slotted with recharges, and 2 disorients so far, so it's up for every big fight, and in combination with Dark Pit disorients just about every mob in the group, including bosses. Mwahahahaha
