i'd drop stun at 18 for hasten .. TF does a much better job of stunning anyway.
def buff in SJ ? don't think you can slot it for def lol ..waste of a slot anyway.
change the recharge in ET for a dmg or end redux ..don't wanna use that power much anyway as it takes your health away.

AS dosn't need 3 ACC so swap 1 for a dmg and remove the end redux for a recharge.
i'd pull 2 def buffs off hide and drop one on energy punch as an ACC and drop the other on hasten as a recharge.
personal i would drop stun altogether.. maybe pickup something more usefull.
not to sure about jumpkick .. the acc is bad aswell as the animation time.. don't really need it coz with hasten all your primary powers will cycle enough anyway and do alot more damage.
could use another def buff on overload to.(on its own its 70% def yours is 65% also it works with your other shields to max def)

Looks pretty good - slotting for energy transfer - 2acc, 3 dam, 1rchg. It uses virtually no end for such a damaging move (as it takes a touch of your hp instead) and you should be fine with that.
One slight suggestion - ditch the resistance and pick up hasten instead - brings aidself and energy drain round nice and fast, and same for your big hits - TF and ET (and BU and placate). Gives you far more survivability than a passive resistance (imo). Certainly works well on my em/ea brute. Will also bring conserve power back faster, which should help too.
(ignore the last bit - i didn't see you had taken hasten at 18 ops
Well, since I slot ET with the rchg and acc first, I'll see how much of an end drainer it turns out to be and adjust the slotting to dmg instead if need be

figures just off the top of my head for ET and TF are something like 11.00 end per use problem is when you start scrapping and trust me you will have to nomatter what set your playing that can add up very quickly and drain your end very fast.

ET is about 11, TF is 18 end - both on a native 20 sec recharge. With an end red in TF, that goes down to about 13, which is much more managable.
With energy drain properly slotted, and ET slotted as I've suggested, you will defeat the mob you hit in one shot, perhaps with a bonesmasher for more difficult mobs, and get the endurance cost back in buckets. The wife uses this slotting on her EM/regen stalker without end issues (and she most definitely scraps/doesn't have any way of getting end back short of insps), and I use the same on my EM/EA brute - the extra damage more than offsets the end cost, especially with conserve power and energy drain to assist in managing endurance.
Here my build but please not I never bother with sheilds on my EAs, I just dont need them.
for soloing, it goes like this AS first minion (can AS red minion without BU) BU + ET next minion and then plcate and total focus, dead mob in seconds
For boss fights without overload just AS minion, plcate boss, kill the other minions then lay some whup-[censored] on the boss. its pretty easy.

I'm running a EM/EA stalker atm, currently lvl 27, and if i spend a bit more time on him will be higher lvl soon enough.
My advice is as follows.
Lvl 10, change to combat jumping, jump kick has a long activation time, your a squishy more defence is best.
Lvl 12 PLACATE, i can't tell you the usefullness of this power enough, 3 slotted for recharge asap. I have being playing on visious since getting this power learn to use and love it.
My character is intended for Pvp, so I fitted in stealth and Grant invis, but these could easilly be changed for aid self/other or stimulant.
I took Enthropy shield at 18, didn't seem to notice many problems with this, a placated boss can't mez you, and took barrage instead of stun to give me a more filling attack chain.
I haven't really noticed the lack of ability by not taking the fitness pool, as this alt is designed for short sharp shock tactic, and usually carry a couple of blues for low end situations, and with energy drain and conserve power coming up soon saves me a respec.
It's worked for me, but then again all I do is Ghost paper missions as I want mine for PvP, so leveling this character is the most imortant thing, but popping stealth after an assassination has gone wrong has saved me a couple of times, and grant invisibility has helped the few teams I have joined out in the past.

Taking the Heal pool instead of health/stam is up for debate, I haven't played a stalker before, not sure on the end cost of the attack chains.
