You'll want 3 heal in transfusion, I would take an accuracy from fulcrum pretty accurate power and 2 does a very good job.

Sirens Song...is it really worth putting damage slots in an attack with virtually no damage?
Sonics..Even with tactics I personally would be slotting 2 acc as it has a -5 penalty
Agree with Death on Sirens song, slot with more Acc as it might work well with Fulcrum.
Also, Screech isn't worth slotting for Damage at all.
I'd take Scream before Howl, and possibly switch ID with Howl. Howl will simply be too expensive to cycle as a single target damage attack and sticking with just one attack is boring.
ie.
Level 4: Scream
Level 8: Howl
Level 10: Increase Density
Also the 3 Acc/3 Recharge slotting of Siphon Speed, is this a PvP build or do you plan on going up against +6s frequently?
Well, since one of my favourite chars is a sonic/kin corruptor I can tell that you will probably have quite a good time with this build. Just a few things:
Please give Transfusion a third heal. You (and your team) will love it.
Depending on how much you plan to attack a second accuracy per attack might be advisable.
Don´t slot screech, shockwave or siren´s song with damage. (You could put some disorient in screech, though.)
Talking about shockwave: I would consider not taking this power. As a kinetic you want to be close to your enemies and when you are that overrun by enemies so that you are not able to "tank" them with kinetic goodness (and crazyness) something else has gone terribly wrong anyway, so shockwave might not help you much after all.
The rest looks quite exactly like someone I would want one my team.

I was considering not taking shockwave as well, and maybe taking another epic, perhaps dark. Good idea, or not? If it is, which powers should I take, and if not, which epic should I take, and if it's Power, what power should I put at 49?
Oh, and the 3acc/3recred in Siphon Speed is just to really make sure it doesn't miss. I don't really want to change that, even if people do say it's overkill.
Siphon Speed can never have too many accuracy. I slot it 3 acc, 2 rec, 1 speed, because I love whizzing about at unsupressed superspeed nippiness.
Dark'd be tasty, oppressive gloom maybe? The short range/melee nature of sonics and kinetics means you'll be in the thick of it a lot...
A team of three of us TANCers recently went on a short stint to Union (having filled up our Defiant slots) and playing as a Fire tank, and two regen scrappers, were levelling really quickly - then in the 20's found a kin/sonic who played as much as we were, and it was a done deal.
We hit 50 in 20 days total, no PLing (well... having a kin/sonic on a melee-heavy team practically IS PL) and with all TF badges under our belts. And also, all three of us were in that month's top 10 punishers. The power of kin/sonic at work.

Hmmm, point there MaX. But do you not think hover + siphon speed will be enough? (I don't really know)
I could also take Stealth instead of SS if I am using Siphon Speed, that would also give stealth...
oh the annoyingness of planning builds.
In the shadow shards, when you're flying across huge empty tracts of nothingness, good luck finding an enemy to siphon speed off and the huge distance would make unboosted Hover a nightmare.

With no Stamina you'll be wanting end redux in Fly. I'd suggest 2x Flight speed 1x end redux so you won't need to find someone to transference off or pop cabs.

I can't, because it's at level 49.
Fly will be ok with one EnduRedux. Since you have Syphon Speed + Inertial Reduction for fast movement, Fly will be just some kind of emergency power for those locations like the shadow shards where the use of Inertial Reduction is somewhat limited. And for that purpose alone it´s hardly worth slotting for speed when you´d rather have those slots somewhere else.

Just so you know, pretty sure this is actually a myth. I found something about it on the US boards some months ago now - what was said was basially that Sonic is like any other set. Some of the cones have -acc (Siren's Song and the knockback, I think?), but the normal attacks don't at all. There were apparently some misunderstandings over something a red name said that led to the belief that all attacks had a penalty.
Obviously, I could have heard wrong, but it's certainly at least worth looking into. It always struck me as a bit odd that the entire set would have -acc, as it's not particularly better than any others out there. And none of the four Sonic Blast characters I've played have ever felt less accurate than normal.
-Definetley worth 6 slotting Transfusion with an extra heal
-Don't think I'd slot ID, but I haven't checked the %s so don't take any notice if you don't want to
-For transfusion, I have 3 end mods, but that's for PvP and big bosses that need draining.
-3 Dmg Res in Temp Invul
-I think it's worth putting 3 dmgs in your last attack, even if it means you won't be getting an acc in it, with leadership you'll rarely miss anyway, unless on big +s
-Don't need Hover 3 slotted, with 2 Siphon Speeds on you move at a good rate when in combat
-Maybe put a disorient in Total Focus, and it can stack with your sonic disorient if you get it for tough enemies
