DE have a pet that -ACC you, IIRC.
Depends on which other sets you mean. Sets which debuff defense can do better, at least after you've managed to get a hit in. Dark Melee, on the other hand, I can tell you first hand that it misses a lot. Especially against Banished Pantheon it can feel like you're doing only aerobics at times, but BP aren't the only ones.
Bear in mind too that I7 cuts both ways. While it's good to be missed more if you're a SR Scrapper or Ice Tanker or bubbled by a FF, you'll also miss more against anyone with defense even if you weren't one of those. Your accuracy SOs and MA accuracy bonus help less than when they were applied to your to-hit _before_ defense was subtracted.
Edit: and yes -def sets are a bit better off now, because of where that -def is applied now. Your accuracy SOs now multiply that -def value too. Well, technically the enemy still gets the same -def value, but now if they're attacked by someone with 1 accy SO, effectively that attacker also sees the -def value multiplied by 33%.
A lot of the Scrapper sets also have a small Accuracy bonus to make up for the weapon redraw time, MA doesn't.

Martial arts does have bonus accuracy. Katana,Broadsword and MA are the only ones from scrapper set that have a bonus.

Weird, I always thought the +acc was to compensate for weapon redraw - I wonder why MA has it and Claws doesn't?

MA originally had a 10% boost because back in the day it was a pretty rubbish set. When it was fixed (in I2, I think) the devs decided to decrease the bonus but decrease it to 5%, like Katana and Broadsword.

I been missing alot of greys several levels below me more than I would have thought with focused accu on. I wondered if it was the random miss thing clicking in too often as we had issues with that before.

Claws uses less endurance in it's attacks 
I find MA accurate enough for even/+1 level mobs with just one SO, although I did put 2 in cobra strike as I use it as my alpha strike. For higher levels (orange/red) I might need to toggle FA or hope that Focus Chi is recharged. For purples I toggle FA and possibly an inspiration too.
DE emanators are a pain and should always be targetted first. If you are missing a lot or getting hit a lot against DE, check for emanators.

I7 Defence changes do not cut both ways as they didn't change the to hit equation, they just changed the rank and level bonus for critters to be ACC as opposed to base to hit. So rather than an even level AV having a base to hit of 75 in I6 , it now has a base to hit of 50 and an acc of +0.50, resulting in a chance to hit of 50 * ( 1 + 0.5 ) = 75.

I was playing my Martial Arts - Dark Armour Scrapper (Jazz Noir) yesterday, and was doing a Vahzilok mission. Level 14 - 15. Everytime I came across a Vahzilok minion Level 14 (Abomination) I would unleash My first three attacks (Crane Kick, Storm Kick and Thunder Kick(sp?)), then Cobra Strike. Frequently I would miss all four. Cobra Strike especially, which I really can't abide.
I have noticed a slight Accuracy problem with Martial Arts.
