I suspect the Door, which blocks LOS and means you can't target the ground outside, will put paid to it. Dunno, though.

Damn on test I had a Elec/Fire and used the self res to keep me out of jail or I'd know the answer to this.

The door has a little slot in it though, could you target through that?

you can indeed target through that door. the first thing i do in that prison is rain of Fire on the mobs outside 
I expect the lightning rod thing would work.....excellent thinking

However, if you have LBAoE damage moves, you can target them right next to the door, and they'll hit people on the other side.
As for ligtning rod, I'd suspect it will still do damage, but not TP you.
just something i was thinking about after a few to many trips to PPD jail
does the teleport debuff (that stops you teleporting out) stop lightning rod working? anyone tried using it in a jail?
only problem i can see with this is that sometimes there's a boss right next to PPD jails in mayhem missions and you might not be able to use that move.
