Ill/Rad build Help please?
Also the knockup on Tornado gives some decent damage mitigation when soloing.
Well having chronoed MB, it appears to be 1.2 secs to me. Actually I can't use blind and SW before it's up again, which lets me be perma attacking . Besides its recharge provides perma -recharge on the opponent and true, it doesn't have kb effects, but i can partly sub that with air superiority .
Anyway I still think MB is much more useful for soloing. And I've had both in my first build... just I had it respecced when having both compared at the same time for a couple of months. Mobs of three foes becomes 2 after blind+sw+mb in a row (that applies till lts. +2), and the versatility of being able to attack permanently is what really turned the odds

I'm not sure I understand this part. If you are talking about AoE holds (or EM Pulse specifically), what does this have to do with acc debuff?

with my rad i slotted as per you build (1 Acc, 3 Rech and 2 Hold), and i have found that once you combine it with power boost, you do not need the Acc enh at all

Power Boost affects hold duration, so why would this make the acc enhancement unnecessary? If anything, it would mean you can slot mainly acc and rechg (or endmod if you're going for the sapper approach), right?

You're confusing the controller Primal Forces Epic Power Boost, with the defender Power Mastery Epic Power Build Up

Did some testing with similar slotting on both powers: Mental Blast deals about 14% more damage than Psi Tornado.

Using HeroStats, it appears that on average recharge time for PT is slightly over double that of MB.
MB would certainly be better for AVs, but if you solo, Psi Tornado will be more useful since you will be facing groups of 3-4 mobs (and of course larger mobs if you team).
