It helps, but it ain't great. TBH it seems less effective with i7 than i6, although this may be down to the endurance issues that quite a few people have been reporting. Could be just another bug to add to the collection

i tryd it on the test server in the lvl 40 event 
with hasten and AM running you have a downtime of 40 seconds at best so appear to have a 25% downtime AT BEST. However you wont be able to cross AM and hasten permanantly due to being unable to make them perma and the difference in downtime therefore the downtimes of each will continue to change so is going to more likely be around 60 seconds downtime.

Nowadays it is impossible to get perma AM or HAsten (before i got perma the two of them 
...
However, by combinning them, you get nearly perma rech speed bost (although the one from AM is weaker than the one from Hasten)...In any case, go for Stamina, for me is one of the must powers for nearly every build....
If you get Power Boost from Epic, and cast it just before AM you can get pretty close. Power Boosted AM is sweeeeeet
Team with another person with AM. Its perma with 2 guys who both have 3 recharges in AM, and 3 recharges in Hasten.
