The Militia
Commander, we have very little time.
To stand by and contemplate the random threats of lowly criminals will only delay our purpose. I advice that we ignore this transmissions.
[Sabrina recieves a private message] Pardon me sir. [She speaks into a micro-chip.] Well done. Thank you.
Commander, we have an address on the culprit. He'll be dealt with in due time. For now, I suggest we secure our communication channels.
Security under review, these things happen. This hacker will be hearing footsteps outside the door before he knows it. Paranoid Hacker? You should be. Wasn't that car behind you yesterday? Didn't the monitor seem to flicker? Was that a click on the telephone?
Militia, ignore him, that's why The Ministry's here. It's what we do best
The Minister
Dear fellow Militia members,
Thanks for a great evening - If anybody else had just half the fun Masked Angel did, I would say it was a great success.
I am already looking forward to next Thursday - or any letter from the Militia that might drop in before then.
Blitz Arrow here. Good patrol all, we got a lot of criminals behind bars and some metahuman thugs to boot. Overall sucess can't wai tof rht enext time we meet up.
Astra here...
Havent felt so much like a superhero since the day I bought the game nice work all.
On a technical point (sorry to be boring), as game progresses both booster and I havd debuff powers based around anchors. I find the tactic of confusing the anchor and then basing debuffs around him (her) works very well.
In order to be effective, we may need to have a bind to identify to the team what target is confused / is anchor for debuffs, so rest of team leave that target till last. Any ideas how this could be done with minimal anoyance / keeping in RP?
Thanks for great night guys, sorry i missed an hour of it!
Particular thanks to Brother Tchall... creepy!

Begin Report-
We are currently pleased with the progress that the subject, Brother Tchall, has been making. Due to the efforts of the Militia and its founding body we have easy access to Brother Tchalls combat presence at all times. We have noticed his growing prowess and will maintain monitoring.
While it has been noticed he remains relatively isolationist he has, nevertheless, responded better to those of a similar ilk than to any others attempting to gain his trust.
Hopefully the next session will prove as fruitful.

Yo, John! You gonna be much longer down there? Its nearly breaktime!
Yeah yeah. Ill be up in a minute. Lost penetration with the drill, Im gonna try and break this stuff up with the sonic. Say, Gil? Get me a coffee, will ya?
Gil nodded, a pointless gesture seeing as his friend couldnt see him from the bottom of the excavation site. Sure bro. Just dont take too long.
John rested the expulsion rod of the sonic hammer against the strangely resilient rock that had repelled his drills best efforts at breaking through. Bracing himself and pushing his ear defenders over his ears, he flipped the switch.
The sound-wave pulsed through the rock, making his teeth chatter. The rock seemed to move with the ultrasonic vibration, then it stopped.
What the?
He wiped a sheen of sweat from his brow, the dirt and grime invisible on his dark skin.
Well Ill be damned. Not even a scratch!
He tapped the sonic hammers trigger and thought.
Taking a protective glove off his right hand he touched the rock.
KAPHWOOM!
Gil came running when hed heard the explosion. The site had collapsed. Tons of rock had toppled in on his friend who was nowhere to be seen. His friends radio whispered a morbid static, as though sighing a dirge to its owner.
May, 2006
Something moved under the loosened earth of the excavation site. Something massive and inhuman. Pushing upwards and out of the soil that embraced it.
At last! I made it! Im alive! Gil? You there buddy?
The site was abandoned. Police tape encircled the tents and equipment like the coils of some fantastic ribbon-like python.
What the? Where is everybody!?
The massive figure roared, a strange, grating sound like stone grinding upon rock.
What was that?
The figure stopped, dumbstruck and looked at its hands.
No! Oh god no! What am I? Whats happened to me!? The sounds, although unnaturally distorted were unmistakeably the sounds of a soul in anguish.
You are reborn.
Reborn? Who said that? What do you mean?
All in good time. Manolith.
Manolith? My name is John Henry.
John Henry is dead. You are Manolith.
The figure dropped to its huge, deformed knees. A heartrending sob filled the air as the thing that once was John Henry mourned.

CONFIDENTIAL REPORT TO THE MINISTER
First night out, what can I say. I was pretty nervous but I think I covered it well; the whole leadership thing was intimidating but I quite liked it by the end.
We made a lot of arrests and there were a few casualties, but thats the nature of the game and I can live with it. I only really got to know half of the Militia but thats fine for now, theyre a good bunch
on the whole. I suppose I should give you a bit of feedback about them to add to your files; no doubt youve got us all reporting on each other. Fine by me.
Masked Angel:
A nice kid, too young for this kind of work but I suppose shes safer with us than going solo, now thats dangerous. Contrary to appearances shes hard as nails and I cant help wondering how tough shes going to be when shes stopped growing. she reminds me of my sister, Patience, but its probably best that I dont talk about her.
Extrisity:
Another young one but at least hes not a teenager. This lad has some serious hardware, God knows where he got it from but he talks about stuff Ill never understand; give me root of mandrake and essence of sin any day. I dont like the way Im feeling like the big brother type to Angel but I cant help feeling as though I need to keep an eye on this one: Ill help you study Angel. Oh yeah, Ive used that one before.
Tatters:
This is one young man who could go either way, and I should know. Somewhere in his family theres been a dubious romance or two and hes the result. Ive seen a lot like him in small communities off the moors. Hes a crazy but he certainly can fight and he has a sense of humour, if a bit obtuse at times. Glad to have him but Ill be watching his leaning if you know what I mean.
Astarphobia:
She seems ok but the jurys out until I can get to know her; she had to disappear for a while.
Booster Ice:
Last but not least! We got off on the wrong foot pretty quickly; he doesnt say much and I say a lot; I have a sense of humour and he doesnt; get the idea. I just cant seem to get on with him
but in all honesty I havent really tried, I just cant help winding him up. Now you may think I want rid of the guy, far from it, If any one of us looks impressive dealing with the crowds its him; he has some healing ability too but strictly amateur stuff. a good man but dont tell him I said so.

Well, I did it. I went to where these Militia people were going to meet up to see what they wanted from me. They seemed to be expecting me but no-one seemed to know much about the letters that wed all been sent. I may have to ask this guy on the team who seems to be a private investigator. Ill bet hes the suspicious type although he seemed a little pessimistic to me.
It seems that the intent of this Minister dude is to put together some sort of supergroup though what he wants out of us is still unclear. But theyre a nice bunch, when I got lost, they came looking for me. Brother Tchall is really sweet. I think hes a monk of some kind, very deep.
What was really scary though was that we ended up fighting the Council! I was so scared. After all Andrew had told me about them, I thought theyd kill us but they didnt seem to be too much of a challenge. I guess he likes to fight them on his own, what with what they did to him and all.
I dont think I was heard getting back in tonight. I need to get my own place as soon as I can. Nothing was mentioned about Dad. I wonder what they know

TRANSCRIPT OF EVENTS SENT TO WYVERN HEADQUATERS
Fang Agent Fernando "Blitz" De Sosa reporting in. First day went smoothly. No sigh of this "minister" but this was expected. The team it self is unorganized and chaotic for my standards, but not any of them to my knowledge have mlitary training to fall back on. We did however were able to stop a major dyne drug ring from getting base in atlas park, as well as the arrests of some higher ranking magic based metahuman ringleaders. We were then sent against the council, which displeased a memebr of my team known as Banshee. She may have history with them i don't know for sure as of yet. We were again successful in detaining the troops and stopping there shipment of stolen magical artifacts. Also we fought many strange clockwork robots that don't seems to be controled the same way as the cap du diable ones im used to, theory of a diferent source of control for the Cap du Diable appears corrected.
Team Bravo assessment:
DiamondSkin: Basically if it wasn't for the fact that his skin is bullet proof he would be dead. A charge in think later kinda guy. Reckless at times but he did do his job in making sure we didn't get shot. He will have to be watched..
Dragonfly: Arrived late. Some what confused by her position in the city at first, claims to be from "out of town." She has a very playful manner and is skilled with her blade the golden dragonfly
Amber Banshee: Noisy. Young but powerful, brave but at times she seems alittle shooken up by the whole "hero" buzz. Dislike and fear of the council.
Brother Tchall: Wise and green at the same time. Extra dimesional being. At first ssumed that because of my inability to remeber names do to my "mutant" ADHD that I was insulting the group. Skilled with a bow, but seems new to his healing tech and abilities, never the less i walk away with no scars to speak of. I think he thinks i have a low IQ or something... i swear he called me brain dead.
Hawkshaw: Money obsessed, pestaimistic, slow, not a risk taker, but a fine man to work with. He had my back in a few fights with the hellions, and his force fields are much appreciated. Altho he complains alot and does not believe he is a "hero," i do not question his loyal to the milita. Besides its nice to have some one who thinks outside the box..
Team Alpha assessment:
Masked Angel: The youngest member we have. Skilled in her field and friendly. Habit of getting lost alot and side tracked, especially when Dragonfly is around...
Extrisity: Intelligent if not a little cocky. Good sense of humor. He seems to have gotten his "powers" by copying a special power of creys, he maybe useful in helping me perfect the prototype arrows yous guys are issuing me..
further assessment impossible as there was little or no contact between the two.
Dear Dad,
America is a terrible, terrible place to live. So much violence, so little love. The crime rate in Paragon City makes home seem like paradise.
I have spoken to Ms. Liberty as you requested, but she refuses to train me. Instead, she refered me to a man known as The Minister, who assigned me on a city project called The Militia.
As it seems, The Militia, is a small group of new heroes called forward to fight the rising crime in this otherwise beautiful city.
Yesterday, we met face to face for the first time, and embarked on a strand of missions. Father, the Golden Dragonfly spoke clear, she is truely a wonderful blade.
Lastly, you'll never believe who I met in the Militia! Do you remember The Masked Angel? The one from western Asia. Well, I met her daughter and I must say, the essence of martial arts flow through her veins like a mighty river. She is young, but so fast! More powerful even than I.
Mum feels that my search for the Soaring Dragon will quickly be accomplished if I continue to work with The Militia, so she begs for your consent.
Love, Sabrina.
"No, mom. ... Yes, mom. No, really. I'm okay. Fine. Yes, I know they've got guns, mom. No, mom. Mom, relax, okay? I'm in Paragon, not Baghdad, you know? Mom, I don't want to work for uncle Frank. Yes, mom. I know he makes good money... No, mom. Yes, that's final. ... Yes, mom. Look, have you got dad there? Mom, I'm fine, okay? Yes. Uh-huh. Love you too. No mom, I haven't met any girls yet. I haven't even gotten unpacked, okay? Yees, there were girls on the team. ... Uh-huh. Yeah? ... Mom, do you want your grandkids to have two parents that are superheroes? No, didn't think so. Give me dad, okay? Yes, mom! I'm fine.
Hey dad. The upstairs bedroom is coming along? Yeah? I don't know when I'll have a chance to fly back down yet. Can't you ask uncle Frank to help you?
Yeah, today went fine. No, no paperwork. ... I don't know, maybe they want to see how the team gels first? Yeah, the team looks promising. Heheh. Yeah, I know dad, but it looks okay. We don't know each other yet, really, but everybody seems to be on the ball, you know? Well, maybe not one guy, but I think he's okay too. Yeah, time will tell, right? ... Oh christ. Tell her to give it a rest, okay? No, you know what? Tell her they're both lesbians. ... How should I know? They're superheroes, they're all kind of weird. Yes, dad. I know that goes for me too, okay?
Yeah, okay. I need to finish unpacking too. Yeah, dad. I know. You too. And get uncle Frank to help you with that cabinet, okay? ... Yes, dad, but I'm not fourty-three. Get uncle Frank to help you! ... Yeah, I know. Give my love to sis, okay? Thanks."
Youre late mister Franclin, the professor looked annoyed. You would be late too if you had to dent out bullets holes out of your suit, Alex thought. Those militia guys arent bad. They had cleaned out some bangerholes and even a Council nest or two.
It felt good to rescue the innocent victims . Not a bad all in all. He found himself intrigued by the team he was put in.
Most of them old guys, but still they covered each others backs. Devlin was of a good sort, a leader type had a good sense of humour too. Tatters was nuts but in a good way, he guessed. Booster is ok, but a bit distant for his taste. Astra, mysterious fellow, his mind abilities came in handy. And Masked Angel, good girl, not bad looking either, shame she was so young though. A bit insecure, but still a capable warrior. What was Angels address again? He promised to tutor her after all. The Alpha team members where also very well trained too. He had tested his suit thoroughly this time and even got the antigrav boosters working. And the taser he found in that council warehouse, came in handy, he already thought of some improvements to be made. The Extrisity suit was working perfectly, even the nanites he had injected himself with were working within parameters.
Mister Franclin, would you snap out of your day dreaming and tell us why we mustnt connect E-chips with normal power sources?. Alex snapped up and scrolled down the notes he had on his laptop. Well, mister Franclin? Uurr, well sir, the normal power sources would
. He couldnt wait till next time, next time indeed
"So how was it Sis?"
"Not bad; I got a B+! Could have been much worse - I must remember to thank Mr. Know-it-all for helping me out!"
"I don't mean your chemistry test stupid - how was the Militia?"
"Ah
that was cool, real cool D"
"Well go on - tell me about it"
"Well
I was a bit shy at first
all these new people, nearly all grown-ups and some of them quite strange. I kept wondering why the Ministry could possibly have chosen me to join them. Then, we were divided into two teams and were sent off on assignments. I was with the Bravo team and was sent to speak with a contact all by myself - that was cool and a bit scary!"
"What were the others like?"
"Well, the leader of my team, Mr. Devlin Saint was really nice. He did all he could to make me feel comfortable, and kept checking that I was okay, and saying I was doing all right - that was really cool. At one point, I almost freaked out inside a burning building, and he was there to help me at once. Most of the time, when he wasn't giving orders or looking out for me, he was arguing with Booster?"
"Booster?"
"Strange fellow. A bit grumpy and sarcastic, and he certainly doesn't think much of girls' football, but I think he's actually nice enough when you get to know him, and I think I half persuaded him to take his band for a gig at our school - except he wants to be paid for it - that's something we'll just have to find a way around!"
"Sounds like a strange bunch to me
"
"You tell me, and I haven't even told you about Tatters yet. He was a bit weird, and I was a little scared of him at first. He's from Kings Row too! Actually, come to think of it, I think I might have seen him before - hanging out under one of the station bridges. Anyway, it's nice to have some one else from the Row on the team, and he seemed to be keeping an eye out for me too. I'm going to invite him to come and see KR United's next match - I think he would love to see us beat Founders Falls."
"Dream on Meriam - Founders are champions three years in a row - those girls rock!"
"Whatever - then there was Astraphobia - talk about amazing powers! With him on the team it was as if nothing could go wrong, and all my nerves just disappeared. Then, he had to go, and that was when I freaked out. It was really weird!"
"Still sounds like an odd bunch to me - was that it then?"
"Well, there was one more guy - called Extrisity. He was quite cool - could fix all sorts of gadgets. He goes to the University too, and offered to help me study!"
"Yeah right! And I suppose this Asterixity has a stamp collection too he would like to show you, the cheeky bugger. I hope for his own good that he keeps his hands to himself."
"Chill out D, it's not like that at all. He really did help me study, and as far as romantic interest is concerned, trust me; Mr. Clever-pants doesn't even know I exist!"
"So it's you who likes him then?"
"Of course not! I suppose he is just a little bit cute - in a very geekish and superior-complex way that is - but he's much too old for me, and it's not as if Dad would approve of it either, would he
"
"No
and neither would I!"
"D, cut down on the testosterone level ok, or else I won't tell you about the other team!"
"Well, judging from what I've heard so far, I'm not sure I even want to know."
"You might if I told you there were girls on that team"
"Oh yeah?"
"Yes, a cute, young girl called The Amber Banshee - way out of your league of course. I would like to get to know her better - unfortunately we didn't get to talk, just like with that Detective guy, Hawkshaw. Maybe next time I'll get to know them better!"
"And then you can introduce me to this Banshee girl."
"Perhaps when you've matured about 5-10 years D, I honestly don't think she has any spare time to do babysitting, and you can forget about Sabrina too."
"Who's Sabrina?"
"She's way cool - codenamed Dragonfly - I tell you, she can handle a blade unlike anything I've ever seen before! The amazing thing was - she had actually heard about Mum. I didn't know Mum's fame had spread all the way to China! Anyway, she is really, really nice and I think she may have the hots for one of the other team members Blitz Arrow. He is quite attractive actually, and I think he likes S too the way he was flirting with her! He's a real smooth operator him!"
"Any more girls then?"
"Nope, just more guys. There was Diamondskin, who took over the lead when Mr. Saint left. He gave me a lot of advice and wasn't too cross with me when I got lost and had the whole team wait for me. Then there was this strange guy called Brother Tchall. Some of the others seemed pretty wary of him, but to me he seemed very kind and he kept using his force to heal my bruises. I heard that more people might be joining in next time, including a man called Manolith who's supposed to be partly made out of rock - I can't wait to see that!"
"So you're going back then?"
"I sure am
it was so much better than just fighting the odd mugger alone. These people are so fantastic - you should see their powers - it's amazing! I still don't understand what good they think I can do, but as long as they want me around, I'm going to be there, to learn!"
Dear Richard,
I sincerely apologize for my actions this afternoon. The missions we embarked on completely tired me out, and admitedly, I take very badly to defeat. In my head, all I could see was vengeance.
However, I have come to understand the need for further training, if I am to continue battle against such numbers! My father has sent me to his friend, one called Back Alley Brawler who should teach me some much-needed defensive skills.
Diamond is a girl's best friend, contrary to what I said earlier this morning.
Love, Dragonfly.
PS. The Vahiloks did die. Hope you arent too mad at me.
((I thought of a story for Extrisity and how he got the equipment of his suit, I know some of you want to know Edit: Btw this takes place before the completing the suit and after taking the plans from Crey))
Comon, Alex what now? So he got the prints, what next? He had looked them over and over again, thinking he could make it. Some of the stuff he saw was easy to duplicate or buy, but some of the more important stuff was not easy to get. Again he looked at the blue prints, checked his notes. He knew he could improve it, he just needed the equipment. His eye fell at a corner of one of the notes, an address was set there. Hmmm, 32 Avlon Street, thats a Kings Row address. What if I could
The next day Alex drove to the address in his van. He came at the place and saw a rundown warehouse. Crey storage unit 2A, the sign read. Interesting Parking in a nearby alley, he began to observe the place. What he saw where only a few guards and little security. A plan began to hatch.
A few days later, a black van drove down the street. Parking at the back of the warehouse. Nobody noticed the guy stepping out of the van. Masked and dressed in black. He avoided the cameras, and hooked a laptop in the main line, He worked for a few minutes. That summer job at my uncles security company finally pays of, a class B system, Crey security must have forgotten this place. He thought with a smile. He quickly made the cameras turn into a loop and placed a box into the line. Lets see if my sleeping grenade works? He walked around the building till he saw an open window. He threw his grappling hook inside and climbed up. When he got inside, he took a quick look around. Most of it was a mess, boxes lying around equipment scattered. He rummaged a bit. Comon, take out the guards first. Alex thought. Sneaking around the premises, he quickly came to the guards office. He quietly rolled a sleep grenade inside, set to silent release. He Larry, want a cupajoe? one of the guards asked. I see you are yawning there. Nah Im ok, Bud, Im just getting bored here, why do you suppose we have to
.. The guards were fallen asleep, now he had a free run of the place. He had seen the cameras points and quickly ran to the workshop he had seen. The workshop was a true Walhalla for a technician, looking around he saw plenty of stuff he could take. Taking a discarded trolley and some nondescript moving boxes he had taken from home, he quickly filled them up with tools. He searched the place some more. And couldnt believe his luck. And a few of the boxes stated: V suit prototype alpha, Destroy ASAP. He opened the boxes and almost yelled. Power coils, protective armour fragments, chips, everything he needed. He put the parts inside the moving boxes. Filled the Crey boxes with some junk metal he found laying around, closed the boxes as best he could and hid them behind some other old looking boxes. As fast as he could he cleaned up, took the sleeping canister out of the guards office and loaded up the stuff in his van. His heart pumped with excitement. Taking the metal box out of the main line. He quickly stepped in his van. Out of his corner of his eye he saw something white flashing by. Nah, its just your imagining. He drove off thinking of the possibilities. You got to admit, this was great, but the last time you will do it!. Alex said to himself.
Blitz here gang, any one up for an extra patrol this tuesday? Im leaving my apartment about 7:30ish and hitting the streets of paragon for about two hours. Wanting to test some new arrows so if any one wants to come just let meknow or meet me at the statue at around 7:15ish.
(( new members to the team are more than welcome to tag along and get to the lvl cap for thursdat with me))
Hey Blitz
I could do with a bit more crime fighting experience before Thursday so I'll do my best to meet you there. I wonder if we'll meet anyone who isn't in The Militia but just wants to tag along, or maybe even see if it's for them. I hope so.
Devlin
Hi guys! Amber here. It'd be cool to hit the streets with you on Tuesday if you need some more firepower. Remeber to pack your earplugs!

TRANSCRIPT TO WYVERN HEADQUARTERS
Mission update. I have once again teamed up with two fo the members of the milita, to get to known them alittle better and see how they function in battle. I began my day by bumping into tatters in altas park. I spoke to him for a bit and he decided to tag along with me as i completed some assignments with me,for Antonio Nash, the mutant liasion. We began to sweep the area near an office of hellions, this was obviously done to clear the way to infiltrate a council base of stole items in a near by office building. Afterwards Tony said I had "dried up all his leads and thanked me for helping Atlas become a safer place for all. He did how ever direct me to kings row were i met juan. Juan proceeded to tell me that i should visit a place called the hollows. In tatters bizarre form of speak he told me this was a very very bad place full of nasty trolls.
Indeed it was, i was success however in determining a outcast base under siege from the trolls tatters described. He hhas unable to join me, as he had sustained injurys during our fights. Instead Masked angel called me up and decided to tag along as ai got some revenge for tatters on the trolls
Team assessment: part 2
Tatters: Although tatters sanity can be questioned his battle valour cannot. He fought bravely against the council with me. He is able to generate spines from his body with some control altho at times he seemed to have troubles doing so, when i brought it up he got upset and told me to stay away then if i was worried. From the fight witht he trolls i can tell that the spines do not cause him injury as he doesn't appear to have meta or super human regenerative abilities to my knowledge. Instead it seems his skin and body is adapted to the spines coming out, and they seem to grow in the same places. He uses his agility and reflexes to stay out of harm. Prefers to call and refer me to robin hood because of my use of arrows, dispite having mutant powers of my own.
Masked Angel: Insisted the whole time that dragonfly and I were flirting last mission and may be "going out". I have no idea where this has appeared, but maybe its just my flirtaous manner confusing the young girl. Altho she is highly skilled, she is scared easily and is very easy to frighten, especially when left alone. Some weird as well i noticed that her bruises and nicks dissappear quickly, perhaps a low level mutant or magically power of accelerated healing? I have heard of wise men healing their bodies with chi, but from some one so young? She mention being my friend and i thinks she has began to herself as my parnter or sidekick, calling me Mr. Blitz even tho im only 4 years older than her..
End
Those who wish for the extra patrol please meet me at hte statue at 7:00ish. and please post whos coming so we know who to wait for.
.........INCOMING TRANSMISSION............
.........STANDBY...........
Wow, What can I say other than your security sucks!! I'm embarrased to even call this a hack!
I can't believe The Militia even showed up on my threat list!!
Anyway I just thought that I would let you losers know that as far as movers and shakers over here on the Rogue Islands are concerned, me and my associates are real ambitious like, and thought it only fair that a little friendly advice would be in order for any of the paragon [censored] patrol who may want to impede our march to the top.
My name?..... Don't matter, I'm sure you'll be hearin' it soon enough from the lips of the lucky ones that make it to the hosital.
Anyway... my message is this, stay outta my way , you do what you like to the lame candy [censored] purse snatchin' Paragon gang wannabes (hell even I enjoy kickin the [censored] outta some poor Hellion once in a while), but if you happen to blunder into Bloody Bay or the likes, I really hope your insurance is paid up
Just remember I'll be opening a dossier on you guys for my employer. I hacked your system once, I can sure as hell do it again...
I'll be watching...
