Taken it on Elerith.
It's a fun power, INCREDIBLY situational though. I mainly use it for teleporting Stalkers while they're in hide for the 'What the hell? h4x!' factor.
I've got 3x Acc and 3x Range in there, all 53's, and it still misses quite a bit against anyone with Def/Purples and you need to be pretty close.

I was about to suggest throwing a recharge in there
I have yet to take the power, but i've seen the recharge times. It all depends on how often you end up using it. If its one of your last-resort tricks, then perhaps the three-accuracy three-range would serve you better, but if you use it more, the extra recharge should make a good bit of difference.

I have it 6 slotted on one hero and one villain but they are only broken out if people are being jerks in the zones 
Not sure of the cap on tp foe but increase range from /EM set could make a truely uber tper.
