It only can be used on Team mates, but it will effect your pets once that person dies.

I know you've had the answer - but I'd just like to add my 'tuppence...
I made the mistake of picking it... I have never really had chance to use it (OK slight exaggeration - 3x in about as many months!), every team I've been on; by the time I get to the dead guy someone else has rezzed them, or they've swallowed that bloody awaken...
For me it has been about as much use as the new look PFF when you're out of bots! I'm sure that others have probably had a really good time with it but personally I can't wait to freespec it out!

Iv had vengance for some time, iv used it a little more then TL but only because of a curtain corruptor dieing all the time 
But im respecing it out as hardly anyone dies anymore and its just wasting valuble space!!
I made the mistake of choosing this power with one of my alts as the description made it sound superb...sadly, i thought it was just a toggle power like the other Leadership powers. How wrong was i? Needless to say, it was respecced out at the first possible opportunity..

I had exactly the same response to Vengeance. There are some powers that just don't suit some peoples' playstyles. For me, I took Vengeance in US Beta but used it so infrequently it was dropped from my EU Live build.
I recommend Aid Other instead - much more proactive!
In my opinion whether you want to take vengeance or not depends if u solo or team. I'd rather get all other leadership powers, works best in team and solo.
