My Ill/Emp Build
[color=green] Ok, working my way down through the Illusion side of things:
Deceive - you should consider slotting at least one accuracy in this. It's very difficult to stack on bosses if it keeps missing.
Flash - this has very poor base accuracy. 2 accuracies slotted in here would make work a lot better when used.
Phantom Army - as far as I know the range you slotted in this affects how far away from you the PA can be summoned, not the attack range of the decoys themselves. PA can be summoned a good distance away from you already so you may want to consider replacing the range with something else.
Spectral Terror - I like putting an accuracy in this, especially when fighting a couple of levels above me.
Phantasm - I think range slotted in this one also only affects how far from you in can be summoned. Not sure why you're slotting it for Endmod either? Accuracy and damage are usually slotted in this.
Blind - the chance to sleep someone standing next to your target is very very small so slotting to enhance it is pretty much a waste.
Those are just a few quick comments I have

Unless you already have a very high level Ill/Emp and this is a respec build, I worry about the placement of the single most used power for Illusion (Blind) at level 41?
Even for PvP use its much to high if thats your intention, take it at level 2 or risk a much reduced effectiveness controller.
On the healing side of things...My personal opinion
I would put another heal slot in healing aura or at least another recharge (both if you can spare the slots) to make this power really useful.
You won't need that many recharge slots in clear mind, this power recharges fast enough anyway. 2 Range? Up to you I guess.
3 slots on resurrect I think again is a waste, 2 at the most.
I would leave out end mods in RA as this is really not necessary, just slot for recharge.
I would deffo leave out end mod on AB, I found its best to slot this with 3 recharge and 2 heals (a blaster will love you for this ), as with haste I can normally get 2 AB's out before RA is back up again.
Just my 2 cents.
I would seriously recommend you to find some guides on the sets or just controllers in general
link HERE to some guides...some of them are somewhat old but will still give you a pretty good idea on how to play and slot your controller

take blind at L1 or 2 and slot with 2 acc 2 hold 2 recharge ( or 3 hold 1 recharge) Flash needs at least 2 acc
I can see a few problems, mainly... both healing powers need at least 5 slots of 3 heals 2 recharges (or 3 recharges) Because it is very important... all the rest have been mentioned

You would take Ice just for Hibernate?
Power Boost is still alot better, best way to stay alive is to keep your team alive, and Power Boost with Fort AB and Both RAs are far better than any self invun/rapid heal power.
I've got an illusion/kin to 21 so far. As far as Illusion goes, flash without at least 2 +ACC is just a slow charging light show. Blind is extremely useful at keeping a boss or 2 Lt's at bay. Confuse will need at least one accuracy enh. If you want to fight with invis on it'll need 3 endred pre-stamina. I assume this will be a team oriented build, so I'd consider dropping spectral wounds for blind and let the team do the damage while you do the controlling.
Lastly if you don't want acrobatics for the status protection I'd get haste/SS instead of CJ/SJ as it'll mean the the slow recharge powers like decoys and flash will cycle alot faster

Spectral Wounds doesn't cause containment, Blind does. So the question is how is Spectral Wounds meant to do Containment damage without the single target hold setting up Containment.
And you're wrong anyway. Stacked blinds also benefit from Containment damage for the second and every following Blind.
Personally I'd get both ASAP.

Blind's a very useful single target hold that's well worth having and I can't see anything else in the build that's as readily droppable as spectral wounds in order to get it in.

do what I'm doing and just don't take a travel power (Ill/Empath to 32 so far... walking all the way)

I thought about that, but I wanted haste anyway, so I figured I'd take SS and not bother with syphon speed till post stamina and not bother with IR at all.
personally i would drop flash
I had it until my mid 20s respec, then got rid of it and haven't missed it at all. Group control for an ill troller can be achieved in other ways (an AB/Forted Phantasm - Phantom Army - Spectral Terror)
Some good points made.
Simple answer: DROP Confuse and have Blind (A MUST!) / Flash / Spectral Wounds
Confuse does very little to help your cause and your pets wont care whether the enemy is confused or not. FLASH is a great group hold but you need to use it properly - slot for accuracy and hold duration - a couple recharges helps too. Used in middle of a mob (think - you have INVIS) will leave the mob at the mercy of your teammates (or pets)
It has limited range - so firing it from the back of your team makes it a light show
HASTEN is a must. I found that out when i respecced HASTEN out (after Perma-hasten became a NERF target) - u get SS as a travel power so no loss.
Finally - when playing Illusion / Empath your opening moves are important - there are two effective ones:
Drop PA in middle to get agro (they are invincible after all) and let your team / phantasm pick the bad guys off
Invis - middle of group - flash the mob and trust your team / phant to disperse of the helpless ones.
Any misses are picked up by BLIND.
SPECTRAL WOUNDS is your only "non-pet" attack so slot accordingly.
(Also play a blaster for a short while and you'll appreciate why CONTROL and HEAL are needed for success. Then recognise that your troller is not there for damage - you will SOLO at lvl 32+ but you will be a support player key to the success of your team)

You must have it slotted wrong then, or team wrong, or fail in the art of "getting out the way" .... died less than 10 times on way to lvl 50 (yep looks like i missed out on the debt badge)
I'd go with confusing a Sapper (etc) as a tactic but you can merely finish them first and save time!
